Research On The Influence Of National Material Reserve System On The Safety Of Rare Earth Industry

As the richest source of rare earth resources in the world,China began to play the role of "global rare earth supplier" since the 1970s.After super intensive exploitation of rare earth resources for nearly half a century,caused a series of safety issues for the survival and development of the rare earth industry.In order to cope with the unpredictable situation of the industry and protect the safety of the rare earth industry in China,the state began exploring the establishment of a rare earth reserve system suitable for the national conditions since 2011;in 2016,the State Reserve Bureau of the National Development and Reform Commission initiated the first round of national rare earth collection and storage,marking the formal entry of China's rare earth into the era of "state Reserve".Based on the analysis of the current situation of the rare earth industry and rare earth reserve system,the influence mechanism of the national material reserve system for the safety of rare earth industry is studied in this Figure from the perspectives of resource regulation,price regulation and market regulation through literature research and factor analysis method.Subsequently,a set of evaluation index system consisting of 3 first-class indexes and 11 second-class indexes is constructed;using the analytic hierarchy process,in addition,the evaluation of the influence of China's current reserve system on the safety of the rare earth industry is conducted with the combination of the expert's scoring.The evaluation result shows that the influence of the current reserve system in China on the safety of the rare earth industry scores 4.219 points(out of 5 points),and the influence is 84.4%.Finally,in view of the shortcomings of the current rare earth reserve system in China,four suggestions are proposed as follows in the Figure:strengthen the powers and functions of the State Reserve Bureau and build a regional recycling base;form a normalized collection and storage and resolve the contradiction between market supply and demand;adjust the collection and reserve varieties and establish "two-line" reserve;scientifically regulate the price and focus on changes in domestic and foreign markets that may be caused by price change.This paper uses a total of 26 figures,27 tables and 37 references.
