The Research On The Participation Of Cooperative Economic Organizations In Rural Poverty Governance

Poverty governance is an important topic which has been concerned by academia and industry since the founding of new China.For the present 40 years,the government has paid enough attention to the poverty problem,and the poor governance has made remarkable achievements.At this stage,the poverty-stricken population is mainly concentrated in the stricken areas.These areas are remote,the geographical environment is abominable and the quality of the population is low,especially the difficulty of the poverty control.The traditional poverty governance is dominated by the government,and the marginal effect of this way is decreasing.The cooperative economic organizations have natural poverty and become an important organizational means to help vulnerable groups to achieve the goal of poverty alleviation.The participation of cooperative economic organizations in poverty governance reflects the innovation of the idea of poverty governance,which fits the idea of participatory development and endogenous development.Although the research on the participation of cooperative economic organizations in rural poverty governance is highly related to the livelihood of the people,it also causes extensive discussion in the academic circle,but so far,the system theory is not much discussed in the published research results in combination with the theory of pluralistic governance,participatory poverty alleviation and endogenous development theory.The combing is thinner.Based on the theory of multiple governance,the theory of participatory development and the theory of endogenous development,and combining the specific case of S village,this paper analyzes the basic situation and preliminary results of the cooperative economic organization participating in poverty control,and explores the problems existing in the poor governance of the cooperative economic organization,and puts forward the problems.Corresponding countermeasures and suggestions.The research finds that the main ways of the cooperative economic organization to participate in poverty alleviation include the integration of the poverty alleviation of the government resources,the development of the poverty alleviation of the economic industry,the construction of the new cultural spirit,the poverty alleviation,and the mutual aid for theaged and poverty alleviation.These measures also have obvious effects: attracting employment,increasing the disposable income of the villagers,changing the customs and forming the custom.The new trend of village culture is old age,old age,and a new mode of helping the poor.But at the same time,we also see that the cooperative economic organizations involved in rural poverty management also exist in the implementation of the government policy is not in place,the internal governance structure is not perfect,if not solved,will bring about the long-term development of the cooperatives.In order to solve these problems,this paper puts forward the suggestions of implementing diversified governance and improving the governance structure,so as to make the cooperative economic organization participate in the poor governance can form a long-term mechanism,effectively drive the people in poverty areas out of poverty,and promote the implementation of the strategy of Rural Revitalization.
