Building a well-off society in an all-round way,the rural “minimum-guarantee” policy,which serves as a “safety net” for safeguarding the poor,plays an important role in targeted poverty alleviation and helping poverty work.However,in the implementation process,there are various “problem-guarantees” and there are still deviations in policy objectives.Therefore,it is necessary and urgent to carry out the evaluation of the implementation effect of the rural“minimum-guarantee” policy.This article is based on a field survey of 60 administrative villages in 6 cities in Jinan City,Shandong Province.The article establish evaluation index system of implementation effect of the rural “minimum-guarantee” policy by using the analytic hierarchy process.On the basis of summarizing the development of the rural “minimum-guarantee” policy and surveying the basic conditions of the subsistence allowance households,from the perspectives of satisfaction with the implementation of the policy,targeting of the policy's target group and the realization of the policy goal,analyzing and summarizing the implementation effect,existing problems and influencing factors of the rural “minimum-guarantee” policy in the survey area and puting forward relevant countermeasures and suggestions.The study found the following:First,the overall implementation and the dynamic management of the rural“minimum-guarantee” policy are relatively standardized.The villagers generally have higher satisfaction with the implementation of the rural “minimum-guarantee” policy,but the awareness of the specific content of the policy is generally low.The survey found that the factors affecting the satisfaction of the policy include marital status,the average level of education of family members,total household income,expectations for children,confidence in life and social support.Second,there is a certain degree of “mistake insurance” and “leakage protection” in the implementation of the rural “minimum-guarantee” policy.The reasons for targeted deviations of rural residents with low-income targets mainly include: the difficulty in accounting for income of rural residents with low-income guarantees,the lack of basic-level low-security workers,the targeting of rural subsistence allowances in actual operations,the lack ofdynamic monitoring mechanisms for rural subsistence allowances and the “two-in-one”policy convergence is not enough.Third,the rural “minimum-guarantee” policy has achieved a good security effect,but the poverty reduction effect is poor.Therefore,it is necessary to scientifically identify rural subsistence allowances,improve the linkage between rural subsistence allowance policies and other poverty alleviation protection policies,increase awareness of rural“minimum-guarantee” policy,increase the number of grass-roots specialists in personnel training and capital input and support professional societies.It is important to improve the rural “minimum-guarantee” policy and improve the implementation of the rural "minimum-guarantee" policy.The innovations in this article mainly focus on the following two aspects: firstly,the current research on the evaluation of the implementation of social policies is relatively weak.This paper uses the analytic hierarchy process to establish evaluation index system for the operational effectiveness of the rural “minimum-guarantee” policy,which can enrich and deepen the research in this field.Secondly,“targeting efficiency”or “targeting deviation” is an important content of social policy research and welfare effect assessment at home and abroad.Through field research,this article from the perspectives of satisfaction with the implementation of the policy,targeting of the policy's target group and the realization of the policy goal to explore the effect of the implementation of the “minimum-guarantee” policy in rural areas and help expand the research on the core issues of this social policy.
