The Study On Linking Of Rural Minimum Allowance System With Poverty Alleviation And Development Policy In Kangbao County Of Hebei Province Under The Perspective Of Accurate Poverty Alleviation

Rural poverty is a main problem constraining economic development in countryside as well as a serious obstacle hindering the completion of a well-of society in an all-round way.As the maturity of the minimum life guarantee system of rural residents and policy for anti-poverty development in rural area,Mr.Xi Jinping recommended specific and particular anti-poverty strategy,with objects of lifting all poverty-stricken people in rural areas out of poverty and building a moderately prosperous society in the 13 th Five-Year Period.Under such environment,China together with all provinces,achieve their integrated effects of anti-poverty development and minimum subsistence guarantee system,by fulfilling and combining the minimal assurance standards and poverty relief policy.Kangbao County,Hebei Province,a main poor counties supported by the country,is actively promoting the effective cooperation between the system and the policy.Based on the researching on relevant references globally,the paper investigated Kangbao County,Hebei Province,and studied the current status and problems out there on the way to cooperation.The result illustrates “Three Engagement and Three Action”working model imposed by Kangbao County successfully works on the cooperation of minimal assurance system and anti-poverty development to some extent.However,there are still issues in this cooperation,including but not limited to difficulties when identifying poor subjects,lacking of necessary rules and regulations in exiting mechanism,deficient dynamic management and information sharing platform,and the absence of rating system served by third party and social supervision.In order to solve aforementioned problems,some models,which are 'Five Synchronization' in Qinggang County,Heilongjiang Province and 'Four Combination' in Xixiangtang District,Xining City,Guangxi Province,provide experience and references.This paper also proposes solution scheme in following six strategies: strengthening examination,and completing exiting mechanism,designing proper dynamic management system,strengthening propagating and public awareness of 'improving from the root',enhancing the cooperation between departments and ensuring information sharing platform,training and supervision to basic staffs and consolidating the mechanism between social supervision and accountability determination.
