Study On The Deviation And Governance Of Rural Minimum Living Guarantee Policy

Since the reform and opening up,China's social economy has achieved rapid leaps and the material living standards of the people have been greatly improved.However,as a whole,there are still a large number of poor people in our country,especially in rural areas.Therefore,in order to guarantee the right to life for every citizen and promote the realization of the goal of social fairness,the state has formulated and implemented a policy of guaranteeing the minimum living in rural areas,providing the most basic material assistance to those low-income earners whose incomes are below the local minimum standard of living.It is in line with the goal of an overall well-to-do society.In 2007,the policy of building a minimum subsistence security system in rural areas began to be implemented nationwide,ensuring the basic livelihood of more rural poor groups and further promoting the pace of building an overall well-to-do society in our country.However,with the further deepening of the rural minimum living security policy in all parts of the country,a series of problems deviating from the policy objectives have also emerged.The solution to these implementation deviations will be directly related to the steady development of rural society and the process of building an overall well-to-do society.At present,the academic research on rural minimum living security policies mainly focuses on two fields: sociology and social security.The research focuses mainly on the current status of implementation of the policy and the evaluation of its effectiveness.Based on the most basic concepts,this paper defines the connotation and characteristics of poverty,minimum living security policy and the deviation of policy implementation respectively.Based on Maslow's hierarchy of needs theory,fair theory and governance theory Based on this,the evolution process of rural minimum living security policy in ou r country and the basic content and characteristics of the policy are analyzed,and the status quo of current rural minimum living security policy and the existing deviation in the process of policy implementation are analyzed through empirical research and analysis,and the current rural areas Based on the current concept of precise poverty alleviation and based on the modernization of governance,the author puts forward the countermeasures and suggestions on how to solve the current problem of rural minimum living security in light of the real needs of the poor.The rural minimum living security policy is an important measure for rural social governance and must keep pace with the pace of modernization of the national governance system.Therefore,this paper proposes that to solve the problem of biased implementation of rural minimum living allowance,from the perspectives of governance,starting from the four levels of government,grassroots village organizations,individuals and third-party organizations,we encourage multiple subjects to participate in the construction of rural minimum living security policies and further promote the rural low Guarantee policy and poverty alleviation and development policy,so as to promote the construction of a rural minimum subsistence guarantee system scientific,rational and modern.
