| Relieving non-capital functions according to law has been the core task of Beijing-Tianjin-Hebei integration strategy and an important part of the current economic transformation and upgrading in China too.The task of diversion and resettlement of employees involved the vital interests for the employees,such being the case,improper handling could cause social problems quickly.It was therefore a difficult point for relieving work and precisely the main point of this case study.This paper took HG group as an example to investigate the complexity of personnel diversion by dissecting a sparrow,and to study the methods dealing with the complexity of personnel diversion.HG Group was a state-owned large-scale group of enterprises with a long history in chemical productions and low-end equipment-manufacturing in Beijing.Many subsidiaries of the Group were faced with major fluctuating challenges such as relocation and upgrading.As the government shut off,halted and upgraded enterprises not in line with the capital,some enterprises under the HG Group were faced with extremely difficult choices of survival or death.They could either undergo local transformation and upgrading or leave Beijing for their survival ways.As old enterprises existing in Beijing for decades,the employees' local consciousness to Beijing had become so entrenched that it was too hard to move out of Beijing promptly.How to do well with the settlement and diversion of the existing employees in the process of easing up was a key factor relating to the fates of the whole group and the survival of employees.It also had an effect on the stability of Beijing,such had attracted the attentions of the government,the enterprises and the employees.This paper summarized the experience of different countries in solving the non-capital functions and the research achievements of domestic personnel shunting and resettlement.The research was based on the internal labor market theory,the theory of government and corporate social responsibility,human resources integration theory and other relevant human resources theories.In the discussion,the paper adopted the literature research method,case study method,data analysis method and comparative analysis as well as other research methods.Through the research and analysis of the necessity,feasibility and plan formulation,implementation and difficult problems of HG group personnel shunting and resettlement,the article put forward eight proposals for improving the work of HG group.In the meantime,five policy suggestions,such as "eliminating age discrimination in employment" and "moderately developing middle and old age industry",are put forward in view of the common social problems in the reemployment of the middle-aged and elderly workers in the HG group. |
