In the current era of high quality development,the breakthroughs in reform deepwater areas such as supply-side reform,industrial transformation and upgrading,and improvement of total factor productivity are all inseparable from the support of factor foundation.Because the factor input is weak,optimizing the cross-regional element structure through factor flow allocation,improving the level of regional industrial ecological development,and promoting the growth of total factor productivity are important power sources of regional synergy.Non-capital function relief is the core task of promoting the coordinated development of BTH.Therefore,it has important theoretical significance and application value to investigate and optimize the factor allocation efficiency in this context.Based on a systematic review of relevant research at home and abroad,taking the synergy of high level economic and ecological value as the core,this dissertation proposed the connotation and goals of crossregional synergy and the inter-regional synergy status is analyzed based on the industrial eco-economic system.The status quo of labor and capital factor allocation,functional division of cities and non-capital function relief are analyzed at the same time.Secondly,the factor-activity-value transmission framework is used to analyze the impact of factor allocation on cross-regional synergy.Using the fuzzy regression discontinuity,it is concluded that the non-capital function relief promotes the cross-regional synergy of BTH by improving the efficiency of factor allocation and the impact on labor allocation(0.2022)is greater than the impact on capital allocation(0.0579).According to the urban development planning and non-capital functional relieving requirements,a multi-objective programming model of BTH factors allocation optimization is established with the goal of cross-regional synergy and non-capital function as the constraint.The results show that during the optimization period,the labor allocation efficiency of BTH increased by 200%,and the efficiency of capital allocation increased by 50%.Non-capital function relief can bring at least 400 thousands labor disintegration,of which the wholesale and retail industry contributes the most.The research shows that there are differences in positioning and regional characteristics in the urban industrial reconciliation of Tianjin and Hebei.Tianjin and Tangshan,Chenzhou and Qinhuangdao rely on the advantage of the port to ease the pressure on logistics and warehousing of Beijing.Baoding and Langfang have taken over the high-tech industry and service industry as the core functional area of the capital.Chengde and Zhangjiakou of the ecological conservation area mainly undertake the processing of agricultural and sideline products and the circulation industry to serve Beijing and Tianjin.Yanzhong,Xingtai and Hengshui in Central and South Hebei have actively attracted basic manufacturing industries such as food and electrical machinery to form an advanced manufacturing base and developed the wholesale and retail service industry centered on Shijiazhuang.Beijing should adhere to the industrial reconciliation to drive the factors relief,actively and steadily and orderly to carry out non-capital function relief.Tianjin and Tianjin should combine their own industrial advantages,undertake preferably industrial types and strengthen the complementarity and synergy of industrial value chains,promote cross-regional collaborative deployment of labor and capital factors,improve the efficiency of factor allocation and promote the synergy development of BTH.
