Countermeasures For Precision Poverty Alleviation Based On The Needs Of Poor Households

The report of the 19 th CPC National Congress clearly puts forward that we should win the fight against poverty resolutely,adhere to precision poverty alleviation,get rid of poverty accurately and persevere in the pattern of poverty alleviation in order to ensure that in 2020,the rural poverty population will be lifted out of poverty under the current standards of China,all poverty-stricken counties will get out of dilemma,regional poverty will be solved,all areas will overcome the real poverty and get out of poverty really.In the year of 2018,the No.1 Central Document is fully deployed to implement the strategy of rejuvenating villages,revitalizing the economy,and giving a hand to poverty alleviation.These programmatic documents show that during the “13th Five-Year Plan” period,poverty alleviation will be the most important issue in China's social and economic construction.After the implementation of precision poverty alleviation,there are several problems to be analyzed at the theoretical and practical levels.For example,what kinds of jobs have been done in grassroots impoverished counties,what their poverty alleviation performances are,what the needs of poverty-stricken households are,what the reasons for the misalignment of supply and demand are,what causes this dislocation,how to solve it and so on.Therefore,based on the existing literature at home and abroad,this study proposes an analytical framework on the basis of the theory of supply and demand.Taking the precision poverty alleviation project in X County of Jiangxi Province in the central province of China as the research object,using questionnaires and interviews to obtain primary information,the study analyzes the implementing situation of the poverty alleviation projects,the poverty alleviation performance and the real needs of poor households in X County.Comparing the misalignment between supply and demand in precision poverty alleviation,discussing the reasons,the study proposes an effective method to enhance the effectiveness of precision assistance in X County.After analysis,several tips are found as follows.Firstly,the main supplymeasure for precision poverty alleviation in X County,which has a large range,including industry,employment,relocation,education,infrastructure construction,social security,health protection and so on,responded to the call of the National Top Ten Projects for Poverty Alleviation positively and got remarkable results.Secondly,the impoverished population in X County is urgent for medical security,government support funds,labor employment training,infrastructure construction,and public service needs,but related assistance has not yet been placed in a higher priority position.Thirdly,the imbalance between the supply and demand of poverty alleviation in X County is serious.This is mainly reflected in the inaccurate identification of the needs of poor people,the lack of detailed and in-depth supply of policies and the dislocation of supply and demand structures.Fourthly the main causes of the imbalance between supply and demand are the rigidity of grass-roots decision-making mechanisms,the lack of communication mechanisms,and the single channel of public opinion collection.Based on the above analysis results,this study proposes that we should implement poverty alleviation targeting mechanisms to increase the demand side's impact as well as build a pattern of poverty alleviation to improve the effectiveness of poverty alleviation in supply side.We are also ought to transform decision-making assessment methods so as to improve the collection effect of poverty alleviation demand.Meanwhile,We need to improve the coordination and communication mechanism and focus on the balance between supply and demand for poverty alleviation.We are also supposed to broaden public opinion collection channels and collect information on the demand for poverty alleviation in an all-round way.
