Since the Fifth Plenary Session of the 18 th Central Committee,China has put forward the new vision of 'innovation,coordination,green,open and sharing'.Green development requires the fundamental national policy of conserving resources and protecting the environment.It is pointed out that it is important to accelerate the reform of ecological civilization in theThought on Socialism with Chinese Characteristics for a New Era in The 19 th National Congress of the Communist Party of China.At present,China's requirements for green development emphases on agriculture are to strengthen the control of soil pollution and the restoration of polluted soil,intensify the prevention and control of agricultural pollution from non-point sources.Pesticide,as a traditional method,is also the most commonly used pest and weed control method.It contributes greatly to reduce crop losses and ensuring human food security.However,the unreasonable use of pesticides will also bring many negative effects on the development of green agriculture,advance agricultural modernization.Therefore,there is an urgent need for in-depth research on how to guide agricultural producers to use pesticidesrationally,reduce the negative externalities of pesticide use,ensure the smooth implementation of agricultural green development,promote the smooth progress of agricultural modernization,study the factors affecting the rational use of pesticides in China,and provide relevant policy recommendations.In particular,it is of great realistic significance to guide the staple crop farmers to use pesticides rationally.This article uses pesticide of wheat which is as one of the two major ration crops in China as the main research object,selectes the most important wheat producing area in China--Huanghuaihai area as a research area,uses field surveys,statistical analysis,and metrology analysis,In-depth studys on the influencing factors of farmers' wheat cultivation in the region.First of all,this article sorts out the definition and classification of pesticides,determines the standard amount of wheat for rational use of pesticides,and interprets and analyzes the economic theoretical basis for farmers to grow wheat using pesticides.Secondly,based on the analysis of the overall use of wheat pesticides in the Huang-Huai-Hai region,this paper further analyzes the intensity of wheat pesticide use in the Huang-Huai-Hai area,and compares it with the standard amount of wheat rational use,and concludes that the intensity of pesticide use in this area is higher than the rational use of pesticides.Thirdly,this article has statistically analyzes 332 questionnaires in three provinces of Henan,Shandong and Hebei,finds that rural households in this area lack awareness of ecological pesticides safety and concluded that farmers using pesticides are not ecologically safe.In the end,in this paper,two main aspects of pesticide use intensity and eco-safety use of irrational pesticides for wheat planted in Huanghuaihai region were analyzed empirically using double logarithmic function model and probit sorting selection model respectively.Research results show that level of education,the number of plots per mu,the total cost(except pesticides),amount of pesticide of rotation crops per mu,wheat average price of pesticide and sideline activity significantly pesticide drug strength.The core conclusion is that the scale of management and the reduction in the degree of concurrent employment are all conducive to reducing the strength of wheat pesticide.Research alsos show age,authority of pesticide information access,label reading or not,the number of pesticide related training,the total cost(except pesticides),cultivated land area,and familiar of pesticide related policy significantly influence on ecological safety of planting wheat farmers' useing pesticide.The core conclusion is that farmers with greater understanding of pesticides knowledge and laws and policies,or large-scale large-scale land,are more inclined to adopt ecologically safe pesticide use behaviors.Based on the above research results,the paper proposes two main countermeasures as follows: continue to promote moderate-scale operations,increase support for specialized plant protection service organizations,increase the training of farmers in pesticide knowledge,and strengthen the promotion of pesticide-related laws and policies.
