Study On China's Rural Minimum Living Security Standard

Since the reform and opening up policy, China keeps the sustained, rapid and healthy economic development, people's living standards gradually improve, but there are still some poverty-stricken population who unresolve the problem of food and clothing. They need the state and society to give the necessary assistance in order to protect their basic standard of living. To this end, the Communist Party of China proposed to explore the establishment of rural minimum living security system in the Sixteenth National People's Congress. Thereafter, the Communist Party of China decided to gradually explore and establish the rural minimum living security system in the conditional place, and continuously improving the rural minimum living standard. Later on, Chinese Premier Wen Jiabao pointed out that in 2007 to set up a nationwide rural minimum living security system at the Fifth Session of Tenth National People's Congress on the government work report, which is a significant measure to strengthen the "three rural" work and build a harmonious society. Among them, how to determine the scientific standards of the minimum living security in rural areas is one of the most important contents to set up and improve the rural minimum living security system. This article is in the background of building a harmonious society and a new socialist countryside, in accordance with the relevant central policies, under the guidance of instructor, to study the rural minimum living security standard in-depth.In this paper, "to develop science, easy to operate, can apply to different regions of the minimum living standard model" is the core objective. Fist of all, this paper explains the value of the theory and practice of rural minimum living security standard, and secondly researches the theoretical basis, then analyses the present situation and the main problems of the rural minimum living security standards, at last innovates the determination method of the minimum living security standard in rural areas and calculates the influence coefficient of family size on the impact of the level of consumption and conducts empirical research, so this paper measures the rural minimum living security standard more objectively and provides a new reference for formulating minimum living security standard in rural areas scientificlly.
