With the continuous deepening of the reform process of China's administrative management system,the shortcomings of the "city-administered county" administrative system have become increasingly prominent,and "provincial-county-county" reforms have emerged.Since 1992,the reform has been mainly aimed at improving the efficiency of policy implementation through the reduction of the number of administrative tiers,especially the efficiency of the governments at all levels below the provincial level,so as to balance the provincial governments at all levels below the provincial level.The relationship further enhances the enthusiasm of the county government for economic development.Therefore,all provinces in China have adopted different modes in the reform according to their own provincial conditions,such as administrative reforms and financial reforms.As far as Jiangxi Province is concerned,its reform was implemented in 2003 and gradually implemented in the province.After several initial rounds of reforms including the initial financial system reforms and the subsequent expansion of pilot scope and comprehensive system reforms,Jiangxi has formed its own reform model.It has been a few years since 2014 when the pilot reform in Jiangxi has achieved the intended purpose.Whether it has a positive effect on the economic development of the county(city)area and whether it has promoted the improvement of its public service level is the problem.The system reform of the province and the county directly under the county should not only focus on the economic field.It should adopt this reform to speed up the transformation of government functions and rationalize the relationship between financial power and authority of the local government.The government should focus on its own job and achieve a harmonious regional economic and social development.At present,it is of great practical significance to analyze the economic and social effects of the structural reforms in the reform county in Jiangxi.The analysis of its reform effects also provide reference for the further expansion and deepening of the follow-up reform pilots.This article mainly analyzes the economic and social effects of the pilot system of comprehensive provincial and county-level management reforms in Jiangxi in 2014.So,the paper first sorts out the relevant literature and divides it into three major aspects: the main driving force for the implementation of the reform of the county-level direct management system,implementation results and policy recommendations.It also analyzes the relevant drivers and implementation process of this reform.Then,the DID model was made to evaluate the effects of economic reforms and social effects on thesystem reform of Jiangxi reform counties.On the one hand,in terms of economic effects,the experimental group selected was to implement the reform.The six pilot counties(cities)were based on economic aggregates and major economic characteristics.The control group selected 25 counties(cities)in Jiangxi that did not implement the system pilot.After selecting the experimental and control group scientifically,and selecting relevant data,a DID model is constructed.On the one hand,in the evaluation of economic effects,based on the control of relevant variables,the impact of this reform on economic growth is analyzed.Regression analysis shows that this reform will have a negative impact on economic development,and the subsequent results were obtained;on the other hand,in the study of the impact of this reform on social effects,this article mainly analyzed education and medical care,and studied the number of students and the number of beds,and controlled the relevant variables.The regression shows that the positive effect of the system reform of the provincial direct county on public service improvement is not obvious;however,an empirical analysis of the proportion of the two types of expenditure is further carried out and found that the county(municipal)pilot county pilot county has achieved a significant increase.Finally,this paper put forward the relevant policy recommendations from the aspects of exerting the promotion effect of the reform on the development,and actively take measures to promote the reform of the reform in Jiangxi province.We will give play to the role of this reform in the promotion of regional economic and social development,actively realize the harmony and stability of the relations among local governments at all levels,realize the further development of the fiscal system,and improve the supervision system of various government departments.Obviously,all reforms cannot be rushed for success,and the effects of reforms may not be "immediately visible." However,with the simplifying administration and decentralizing power and comprehensively deepening reform and opening up,the pilot project of this reform in Jiangxi has prominent practical significance.Since the implementation of policies is time-lagging,it is not possible to judge the success and failure of policies based on short-term economic data.Instead,it should actively discover and work hard to solve specific problems in the reform under the guidance of policies.It is an inevitable result of continuous improvement and improvement of policies,and it is also the basis and prerequisite for further comprehensive promotion of policies.
