The Research On The Development Of Indemnificatory Housing System For Tai'An City

Since the Reform and Opening-up,the economic level of Tai an has been significantly ameliorated and the living standards of the people have been greatly improved.However,housing prices in low and middle income families have become more and more prominent as a result of rising house prices since 2003,and become the livelihood issues affecting the social harmony and stability.In recent years,Tai an has made some achievements in the construction of indemnificatory housing system and has promulgated a series of policies and regulations to ensure low-income families can have their own homes.At present,they have basically formed public rental housing,price-limit housing,economically indemnificatory housing and renovated house in shantytown as the main form of indemnificatory housing system.This paper first expounds the theoretical and real properties of housing,pointing out that it is of long-term significance to improve the system of indemnificatory housing.Since the combining with the implementation of relevant policies and regulations,taking the time schedule as the main line,we have sorted out indemnificatory housing system from its introduction to continuousdevelopment.Access to the relevant economic data in tai' an city,access to relevant economic data,combing the status quo of indemnificatory housing in Tai'an from two aspects of the policy promulgation and the specific implementation effect.The construction and construction of Tai'an City are analyzed in detail since 2013.The performance of Tai'an City guaranteed housing was confirmed,and the deficiency was pointed out.On this basis,we put forward some suggestions for improving the status quo of Tai an's indemnificatory housing system.There is no legal basis for the implementation of the policy.At present,the policy of the affordable indemnificatory housing is mainly based on the policies and regulations of various departments.We should strengthen the legal construction and improve the supporting policies.We will strengthen access and exit mechanisms for eligible people.To exclude those who no longer meet the safeguards.Innovative financing channels,Under the precondition of giving play to the leading role of the government and the government budget funds as the main financing channels,we should actively guide the social capital to participate in the construction of affordable housing through tax incentives and other measures.Migrant workers should be included in the guarantee scope of the indemnificatory housing system,and put forward specific implementation plans to protect the basic housing rights and interests of migrant workers who have made significant contributions to the socialist modernization in our country.
