Existing Problems In Investment Promotion Of Suyu District,Suqian City And Countermeasures

Since the 1980's,with the ongoing opening-up policy from coast to mainland,China's export-oriented economy pattern through investment promotion has achieved demonstrable results.The investment promotion has been not only an important means of stimulating local economy's development,but have been a necessary part of realizing public management for administrations and governments at all levels.Actually,the public management measures are indispensable for the investment policies,goals,promotion and realization.In China's new economic landscape characterized by conclusive changes for the period,the traditional investment promotion pattern of local government which mainly depends on land resources,favorable price and cheap labor has been no longer popular.The pattern has to be adjusted accordingly to meet the needs of economic development.However,the adjustment is much more difficult in some underdeveloped regions because of the lower level of economic development.The research of how to find a more effective and better pattern to attract investment and bring more positive effect of the investment policies issued by local government has become crucial for the healthy development of these underdeveloped regions.Suyu District of Suqian City is a relatively backward area for economic development,the problems and difficulties in investment promotion of which are the common problems faced by many underdeveloped areas.This paper takes Suyu District as an example,analyzes the current situation of investment promotion work in economically underdeveloped areas,and points out the problems of investment in Suyu District,such as the weakness of the organizational promotion,the difficulties in the form of industrial agglomeration effect,support of resource elements,fulfillment of the government department functions,improvement of investment promotion efficiency,enhancement of the strength of the park and many other issues.Moreover,it shows further analysis of the reasons behind these problems,which lie in the disadvantageous impact of the economic downturn,the reduction of business investment willingness,the prominent constraints of elements and resources,the attenuation of policy advantages,the weakening importance of investment laid by government,the hardness to smooth the green channels,the lowness of deputy service level and so on.Based on an in-depth analysis of the problems and their causes,this paper gives some suggestions on how to optimize the investment promotion mode of Suyu District,including six aspects: one is to assign clearer responsibility of investment in the park;second,to strengthen the construction of the professional team in investment promotion;third,to further highlight the guiding role of industrial investment promotion;fourth,to further improve the assessment and supervision mechanism;fifth,to innovate the investment promotion approach;sixth,to strengthen the business environment.In short,economically underdeveloped areas should make full use of their own advantages in development,which can be achieved by the transformation of development concepts,the reform and innovation of institutional mechanisms,the improvement of the business environment,the further transformation of government functions and investment promotion mode,focusing on the regulation of market order,reinforcement of market supervision,providing of public goods and services,instead of acting as market players and excessive participation in economic activities.
