| Telecommunication operators are facing the fierce market competition,in the key nodes of the strategy transformation,they are paying more and more attention to the level of logistics and supply chain of telecommunication engineering construction and network maintenance,to meet the current intense market competition with the logistics operation mode of low cost,lean,efficiency.However some problems such as the unreasonable logistics network layout,the dispersing and wasting logistics resources are currently commonly existed in telecommunication operators,which need to focus on planning and adjustment logistics networks in concept of centralization.In order to effectively and reasonably plan centralized logistics network for telecommunication operators,in this paper,the theory and method of centralized logistics network planning of telecommunication operators are systematically researched,and through the actual case of certain telecommunication operators,the theory proposed by the paper is applied.The main contents of the paper include:Combining with the practical logistics characteristics of telecommunication operators,analyzing several possible models of centralized logistics network comprehensively considering the logistics resources,management ability and implicit costs in different logistics network model which is expected in the future by management,this paper proposes the comprehensive evaluation and selection method for centralized logistics network modes based on the AHP&TOPSIS,which is also applied to the actual case to be verified.On the basis of centralized logistics network system,combining with the influence by the number of warehouse and distribution efficiency to the result of the provincial warehouse location,this paper proposes a multi-warehouse location model considering the efficiency of the distribution,then this paper comprehensively compares several optional solutions,choosing the optimal solution of provincial warehouse location.In this paper,a centralized distribution route optimization model considering the delivery time and single motor pool,multi-vehicles is established.The optimized solving process of genetic algorithm is designed,and through the example analysis of distribution route planning of a certain telecommunication operators,the model and the algorithm designed in this paper is proved feasible and practical.For the effective implementation of the centralized logistics network planning of telecommunication operators,in this paper,the operation guarantee mechanism of centralized logistics system is worked out by analyzing the differences and problems between the current condition of logistics resources with logistics management level and the centralized logistics network state,including the material inventory control,he internal and external coordination,the loading and unloading logistics process of materials and the information system,to realize smooth transition of the centralized logistics network. |
