In twenty-first Century,global competition is increasing.All countries are relying on innovation to drive economic growth.However,as far as China is concerned,it must be clearly seen that,although the input of innovation is increasing every year,the actual transformation into the output of innovation is far less than the intensity of input,which involves the problem of efficiency.Therefore,scientific measurement of innovation efficiency is an important job.When most of the scholars are studying the efficiency of innovation,they regard the process of innovation as a one-off.But in fact,it is a complex process to transform the resources of innovation to products that can be used by enterprises to bring economic value.So there is need to dissect the stages of this process and study the efficiency problem separately for each stage,which can make the research more detailed and in-depth.According to the characteristics of the innovation process,the innovation process is divided into two stages of innovation research and innovation application,and the appropriate input and output indicators are selected in the two stages.In the evaluation of regional innovation efficiency,we use BCC model and DEA-Malmquist index model to calculate 26 provinces and cities in China from two aspects: static and dynamic.Based on this,we compare the difference of regional innovation efficiency and dynamic change of regional innovation efficiency in two stages.Then,we further study the spatial spillover effect and the value chain spillover effect of regional innovation by constructing the spatial econometric model for the calculated regional innovation efficiency.Through empirical analysis,we find that the efficiency of China's regional innovation system in the two stages of innovation,research and application,is relatively low,and the comprehensive technological efficiency of innovation research stage is 0.72,and the comprehensive technical efficiency of innovation application stage is 0.44.The decomposition of comprehensive technical efficiency has found that the scale efficiency of the two stages is greater than the pure technological efficiency,indicating that the regional innovation in China is a scale driven type.Regional innovation differences are large,and the two stages are also different.The innovation efficiency of eastern and central China is lower than that of the western and northeast regions in the stage of innovation research.However,in the stage of innovation application,the eastern and central regions are significantly higher than those of the West and the northeast.From a dynamic point of view,the efficiency of the innovation in the innovation research stage is growing very slowly.The growth of the efficiency of innovation in the application stage is faster.For the value chain spillover effect of regional innovation,there is a one-way spillover effect from the front end to the back end of the value chain,while the back end of the value chain has no significant effect on the front end.For the spatial spillover effect,there are different degrees of spatial aggregation in the two stage,but the spillover effect in the innovation application stage is more obvious.In the control variables,the government and financial institutions play a promoting role in the stage of innovative research,and have inhibition in the stage of innovation application.The expenditure of scientific and technological funds,the quality of the workers and the degree of industry-university-research cooperation will have a significant positive effect on the efficiency of the two stage of innovation.
