Research On Innovation Governance From The Perspective Of Innovation Ecosystem

Innovation ecosystem is a new paradigm of Innovation activities.Innovation governance is the government's policy intervention for innovation activities.Accurately and clearly understand,define and describe the paradigm of innovation ecosystem can provide new ideas and new methods for China's innovation driven-development strategy,which has important theoretical and practical significance.It is an attempt to put this new idea and new method into innovation governance activities by exploring innovative governance issues from the perspective of innovation ecosystem.This paper gives a detailed analysis of the evolution path of the concept of innovation from linear,systematic to ecosystem;focuses on analyzing the connotation,elements,structure and characteristics of innovative ecosystem,and extracts the characteristics of the innovative ecosystem into openness,synergy,growth and sustainability.This paper also explains the relationship between innovative ecosystem and innovation governance,holds that the innovative ecosystem and policy of innovation governance in China are converging on the historical developing track,similar in elements,and consistent in value orientation.Then it argues that innovation governance in the perspective of innovation ecosystem is manifested as the practice of innovation ecosystem view in innovation governance activities and to govern innovation ecosystem.In the concrete practice,the evolution of the European Union Innovation Policy and the application of the smart specialization strategy,as well as the innovation and entrepreneurship service system in Shanghai provide useful reference for the practice of innovation governance.This paper explores the way to achieve innovation governance from the perspective of innovation ecosystem after considering the problems of regional innovation ecosystem governance in China and the experience from domestic and abroad.Government led policy regulation and the multi-agent consultation from the bottom up of social groups are the main paths to realize the governance to innovation ecosystem.
