The Governance Mechanisms In Innovation Ecosystem Of Hi-tech Enterprises

The Customer-oriented "Innovation ecosystem", with general ecological characteristics of natural systems, is a system formed by knowledge alienation, symbiotic co-existence and co-evolution of Component/Module of High-tech enterprises in the global context, which is linked by technology standardization strategy of collaborative R&D, intellectual property licensing, technical standards cooperation.Because of the complexity and innovation of high technology, the hi-tech enterprises centered with production and sales traditionally cooperate with each other from R&D to technology standard. As for interest entities, the member enterprise of innovation ecosystem should be governed effectively for synergy effect. In order to blaze new trails for the development of governance theories about innovation ecosystem, improve its theoretical framework. This thesis applies various theories and methodologies, brings pricing into the governance of innovation ecosystem on the basis of the member enterprises’ technical patent, in terms of preventing opportunism behaviors, optimizing the distribution of members’ control rights and organizational rents.According to the further research, it’s necessary to keep the appropriate division of organizational rents for preventing opportunism behaviors including rips-off, free-ridings, threats of the members’ leaving and the releases of wrong information. Technology permit pricing is a basic weapon for effective governance because of interest sharing. So we have reasons to believe that pricing is an important governance mechanism for innovation ecosystem. Then a lot of cases contribute to prove four governance mechanisms of the innovation ecosystem:the decision mechanism of the decision-making authority shared by system members, the Coordination mechanism based on negotiation power, the platform pricing mechanism, together with the restraint mechanism grounded on network reputation and specific investment for guarantees. The negotiation power is up to the patents owned by enterprises, customer scale and market position, government support, while the platform pricing mechanism involves patent permit pricing, subsidy pricing, open source.Abundant cases in terms of pricing contribute to demonstrating that the governance models of the innovation ecosystem usually involve the club model based on the access right and patent licensing, the radial model characterized by authority control and deeper cooperation, together with the penetration model in which cooperative enterprises at first obtain large customer scale through network effects arising from free software, then gain from the differentiated services and personal demands, the governance mechanisms raised before are also correspond to the three kind of governance models.To obtain strong sense of guidance to the reality, three case studies are conducted. We take TD-SCDMA innovation ecosystem, Microsoft innovation ecosystem and Linux innovation system for the empirical objects, analyze their successful governance as the typical example of club model, radial model and penetration model to examine the new ideas about the governance of innovation ecosystem proposed above.
