Research On The Problems And Countermeasures Of Heilongjiang Financial Support To Modern Agricultural Development

Agriculture is not only the basic industry of the national economy,but also an important pillar industry related to the national economy and the people's livelihood.China has always attached great importance to the related development of the agricultural sector.The No.1 Central Document has emphasized the issue of agricultural development for 14 consecutive years.Especially as the social and economic development has entered a new stage,agricultural development has also moved to a new level.Modern agricultural development plays a positive role in boosting the transformation and upgrading of traditional agriculture,realizing agricultural economic progress,and increasing farmers' income.The development of modern agriculture requires strong financial support.In the 19 th National Congress report,it is also proposed to build a modern agricultural industrial system and strengthen and improve the agricultural support and protection system,which is of guiding significance for the development of modern agriculture under financial support in the new era.Heilongjiang Province is a large agricultural province and also a grain production base.Agriculture is a pillar industry in Heilongjiang Province.Both the CPC Central Committee and the Heilongjiang Provincial Government attach great importance to the agricultural development in the region.In 2013,the executive meeting of the State Council decided to carry out a comprehensive reform experiment for modern agriculture,and set up the “Two Major Plains” in Heilongjiang Province as a test base to further promote the integrative development of rural finance and modern agriculture.At the same time,in the "Pilot Reform Plan for Comprehensive Reform of Modern Agriculture in “Two Major Plains” of Heilongjiang Province” issued by the Harbin Center Branch of the People's Bank of China,it is further emphasized that the sustainability and marketization must be used as orientation,and at the same time,the establishment and improvement of new-type agricultural operation system must be accelerated,and the new mode of agricultural development must be promoted to break and improve the obstacles encountered by the system and mechanism with financial support for the development of modern agriculture as soon as possible.In this paper,a study is carried out to the problems and countermeasures of financial support for modern agriculture development in Heilongjiang Province by using related theoretical basis,as well as literature analysis method,field investigation method and induction summarization method.The main contents include the following aspects: Chapter One is the introduction part.Chapter Two is the definition of related concepts and the theoretical basis.Chapter Three is the experience reference and inspiration of financial support for the development of modern agriculture in foreign countries.Chapter Four is the status of the financial support for modern agriculture development in Heilongjiang Province.Chapter Five is about the problems and causes of the financial support for the development of modern agriculture in Heilongjiang Province.Chapter Six is about the countermeasures to financial support for the development of modern agriculture in Heilongjiang Province.Chapter Seven is the conclusion part.It aims to provide reference for the development of modern agriculture in Heilongjiang Province and the reform of rural finance,and to increase strength and ways of financial support to promote stronger,better and faster development of modern agriculture in Heilongjiang Province.
