Sharing bicycles as a new industry,it has a vibrant vigor,it has spread throughout the country in just a few years.The emergence of shared bicycles has quietly changed the way people travel.It has also solved the problem of the "last mile." However,the development of shared bicycles is accompanied by a few problems.The problem of sharing bicycles arises because of the lack of government supervision.It is simply not feasible to rely solely on the self-regulation of the shared bicycle market.The problems that have arisen have even concealed the benefits of sharing bicycles.In order to share bicycles,they can better serve the community.Its proper function requires government supervision.In March 2017,Chengdu introduced the "Trial Opinions on the Promotion of the Development of Shared Bicycles".This is China's first normative document on sharing bicycles,which means that government departments have attached great importance to the problems caused by sharing bicycles.In August 2017,10 departments such as the Ministry of Transport issued the Guiding Opinions on Encouraging and Regulating the Development of Internet Rental Bicycles,the first national normative document on sharing bicycles,and guided the sharing of bicycles from all over the country.It also makes local governments pay more attention to the issue of sharing bicycles.These normative documents have a positive effect on the development of shared bicycles.However,the implementation of these normative documents does not mean that the problem of shared bicycles can be completely solved.The author starts with sharing bicycles,analyzes the characteristics of shared bicycles,uses online media to collect and summarize some issues of higher concern,analyzes existing administrative measures for sharing bicycles in China,finds inadequacies,and proposes corresponding improvements.The overall framework of this article includes the following sections:The first part is the introduction part,which is mainly about the background and significance of the topic selection,the research status at home and abroad,and the research methods and innovations adopted in this paper.The second part is the basic issue of the administrative supervision of shared bicycles.It is divided into four aspects.The first is the history of the development of shared bicycles,which enables a preliminary understanding of the situation concerning the sharing of bicycles.Followed by the meaning of administrative supervision,from the different definitions of Chinese and foreign scholars to find their common ground,a clear and clear meaning of administrative supervision.Once again,it is necessary to share the administrative supervision of bicycles,enumerate the problems of sharing bicycles,and explain the significance of supervision.Finally,it briefly analyzes the related theories of the administrative supervision of shared bicycles.The most important aspect of administrative supervision of shared bicycles is that the government should clearly define its own positioning and regulatory guidelines.Therefore,the author interprets the theoretical basis for the administrative supervision of shared bicycles from the perspectives of service-oriented government,rule-of-law government,and legal administration..The third is the status and predicament of the administrative supervision of shared bicycles.First of all,it summarizes the administrative supervision behaviors that have the same nature across the country from abstract and concrete aspects,and points out the predicaments of these administrative supervisions.The fourth part is the countermeasures for the administrative supervision of shared bicycles.Respectively from the abstract to the specific recommendations made,and combined with the "Internet +" model has a novel opinion.
