The Study On High Quality Development Of Open Economy In Heyuan Guangdong Province

40 years of reform and opening up,Guangdong province is the frontier position of reform and opening up,it is a typical large province of open economy,Open economy helps Guangdong's economy achieve leaping development.However,the development of open economy in Northwest Guangdong is lagging behind,the development of the open economy in the province is seriously unbalanced.Under the background of today's economic globalization,the level of open economic development has become an important symbol of measuring the economic development level and regional competitiveness.To realize the balanced development,Guangdong provincial Party committee and provincial government has made important decisions to promote the revitalization and development of Northwest and the eastern part of Guangdong Province for many years.Heyuan city as an important transportation hub city in East Guangdong,to achieve the goal of taking the lead in the development of Northwest and the eastern part of Guangdong,must improve our economic strength,take the road of open economy development.However,The GDP of Heyuan was only 89 billion 872 million yuan in 2016,small economic scale,the degree of opening to the outside world is larger than that of the Pearl River Delta cities.Therefor,Heyuan must rely on big brother cities like Guangzhou and Shenzhen,with the help of "Shen Guan Hui + Heyuan,Shanwei(3+2)"economic circle development,active docking and integration into the construction of Guangdong,Hong Kong,Macao and the Great Bay Area,take the road of open economy development,"curve overtaking" to achieve economic development.Since 12th Five-Year,Heyuan's open economic development has also made some achievements,the total economic volume of foreign trade rose from 18 billion 100 million yuan in 2011 to 26 billion 40 million yuan in 2017,the average annual growth rate was 7.31%.In recent years,Heyuan actively undertake the industrial transfer of the Pearl River Delta,import "ZTE","mold industry city" and other major projects,create a good environment for industrial innovation and development.But,due to historical development,geographical location and environmental protection,etc.,there is still a big gap between the development level of the open economy in Heyuan and the cities in the Pearl River Delta.This paper analyzes and studies the current situation of open economy development in Heyuan city by means of literature research,comparative analysis,investigation and quantitative analysis,analyze the existing problems and influencing factors and find out the inspiration for the development of open economy of Heyuan municipal government.Finding out the existing problems and influencing factors,based on reality,broaden ideas,further put forward countermeasures and suggestions for building high-quality open economic development,to make Heyuan's contribution to the revitalization of Northwest and the eastern part in Guangdong Province.
