The housing rent market,as an important part of the real housing market,regulates and restricts each other with the sales market,and jointly promotes the healthy development of the whole housing market.The housing rent can promote the residents'gradient consumption,meet the housing demand of the middle and low income population,alleviate the pressure of the living demand brought by the floating population,and also play an important role in regulating the house price,enriching the government's fiscal tax and perfecting the housing security system of our country.China has been selling the market for a long time in the light of the leasehold market,which leads to a unique housing market and a rapid rise in housing prices,while the housing rental market is developing relatively slowly.With the influx of foreign population,the increasing demand for housing can not be met,especially the reasonable housing demand of the low and middle income groups.Looking at the development process of the real estate in the developed countries of the world,it can be seen that the orderly development of the housing rental market is conducive to the improvement of the housing supply system,and is conducive to the settlement of the housing needs of different groups of groups,and is beneficial to all social strata to live and work,and to better maintain social stability.This paper analyzes the current situation of Wuhan's rental market from four aspects:market size,supply volume,record volume and rental price.The study found that the demand for the rental market in Wuhan has been increasing since 2011.The rental size is increasing at an average annual growth rate of 6%,up to 6 billion 880 million yuan by the end of 2015.The supply of rental housing in Wuhan is also expanding,and the total rent of the rental housing is 32 thousand sets at the end of 2017,of which 60-120 square meters of the apartment have accounted for three.Two of the supply;the record volume in Wuhan is declining year by year.The housing administration bureau is not strictly regulated in the market;the rent price fluctuates little,the average rent of the year is 28 yuan/month/m2,which is of middle level in the national provincial capital city.This paper,starting with the rent level,evaluates the housing rental market in Wuhan by three indexes of rental ratio,rent income ratio and surplus income rent,in order to measure the coordination degree of rent and house price and the level of residents' paying ability to rent.Using the renting and selling ratio model constructed by renting and buying,the reasonable rental ratio interval of Wuhan is measured and the rent ratio level in Wuhan is measured by the experience value at home and abroad.It is found that the rent and sale ratio of Wuhan in the last year is fluctuating in the range of 556:1-632:1,which is far higher than the reasonable interval 137:1-168:1,and the rent and house prices are biased.By using the rent income ratio and the surplus income rent difference two indicators to measure the residents' rent payment ability,especially in the middle and low income population,the result found that the middle and low income people lack the payment ability of the rent.From the assessment results,the rental market in Wuhan is not well developed,and the rent payment level of residents is insufficient.In view of this situation,the main reasons are the consumption preference of the residents,the lack of the leasing market system,the difficulties of the renters' rights protection,the inflow of the population and the rising of the house prices.In view of these problems,this paper thinks that the government should give great support to the development of the leasing market,from the aspects of making laws,giving rent subsidies,tax incentives,changing supply structure,and so on,improving the current situation of the leasing market and trying to achieve the same lease and sale.
