More efforts were made to launch affordable housing in 2008,but only to find that the public’s willingness to buy affordable housing is generally higher than the tenant wishes, affordable housing availability in short supply and public rental housing vacancy. These caused a waste of construction resources. This thesis generates from the perspective of rental demand, scale, location of construction of affordable housing arrangements for the research and is for the purpose of affordable housing construction in the appropriate block. That means we want to take good advantage of construction resources to build affordable housing.The thesis uses methods of literature, the Delphi method and multivariate statistical analysis to determine the suitability of affordable housing to live index system, the establishment of this system is suitable for living based on model, the target block on the public rental and the fitness room preferably the frequency number for statistical analysis can before seen of affordable housing in regional arrangements rationality model, and proposed a public rental with by the appropriate scale of housing construction in the initial proposal, in the area good and convenient transportation of land, suitable for the construction of affordable housing, but can increase the proportion of public rental construction, in place of the area is poor, if you choose the construction of affordable housing, more suitable for the construction of affordable housing.
