The soaring housing prices brought about not only real estate heat,but also the difficulty of purchasing a house followed,which is a more attentive social problem.Under the influence of traditional culture,as well as the gap between high prices and low-income,the pressure of buying a house is tremendous.Towards of this,the country had issued series of housing security policies.And it dominated to construct diverse kinds of affordable houses to solve these problems,such as low-rent housing,affordable housing,price room,public housing.With the end of the “Twelfth Five-Year” and the beginning of the “Thirteenth Five-Year”,the dominant role of public rental house is increasingly evident;however,the implementation of public rental policy did not get a significant achievement matched with its role.There are many reasons,such as the problems of site selection,quality,and price,accessing and exiting mechanisms regarding public rental housing.The rental price of public rental housing determines the intensity of government's financial subsidies,the profits of real estate developers and the housing problem of tenants can be resolved or not.Therefore,this paper takes the rent price of public rental as the research focus,to explore the formulation of public rental rent based on the analyzing and weighing the benefit of the tripartite stakeholders,the paper takes game theory as guidance to determine the rent of public rental housing.The paper takes public rental rent as the research object.Firstly,this paper summarizes domestic and international research situation of public rental prices and the application of the game theory.And then the paper takes use of the residual income method to test the rent price of the public,which is in Beijing,Shanghai,Chongqing,and Tianjin.The test results found that compared to other cities,the rent price in Chongqing is more reasonable.But it is also difficult for residents to pay.On the basis of the test results,the paper analyzes and defines the utility of the government,real estate developers and tenants separately.The difference is that the thesis focuses on the invisible utility of them.Finally,the paper studies the pricing of public house from the perspective of real estate developers.Based on the analysis of the utility of the government,real estate developers and tenants,the two-stage game between government and real estate developers,real estate developers and tenants is carried out.The maximum price of real estate developers has determined in the first stage.The rational price between the low income groups and real estate developers has got from the second stage.The combine of the results of the two stages makes up the optimal rental prices of the public house.The results of this paper provide some reference for improving the pricing policy of public house.
