The thesis that focuses on most of the important problems of Sinograin depot's normal work,analysed the comprehensive application of centralized control and self-management,the equilibrium of division and coordination,the coordination of centralization.From that,we set up 'three-foot' frame work to solving these problems.Firstly,by using the prisoner's dilemma game model and the strategy of the shepherd,analysis the management problem of Sinograin system.And through several game models assumptions,comparatively analysis the effect of centralized management and independent management,and puts forward to one of the most important "one foot" in organizational structure--the workers congress.Secondly,combined with the actual work of Sinograin depot,analysis enterprise specialization advantage,and demonstrates the necessity of it,so as to clarify the policy enforcement departments and specialized technical departments of "two legs".And by analysing the disadvantages of specialization,demonstrates the necessity of departments' cooperation and set the workers congress as the "third foot",which play a coordinating role among departments.Finally,according to risk emergency of Sinograin depot,profit and cost of centralization and decentralization are analyzed,demonstrates the importance of appropriate decentralization in totalitarian regimes.Taking into account the potential power abuse caused by decentralization,we use the role of "two feet" in the decision-making department and the control department in the power restriction,and restrict the decentralization of power,so as to ensure the effectiveness of the use of power.In the power restriction between departments,the supervisory role of the workers'representatives is established.
