Research On Performance Auditing Of Urban Greening Project In Jiayuguan City

Through the study of the performance audit of the urban greening project of JiaYuguan in Gansu,this paper evaluates the greening construction of JiaYuguan from 2006 to 2015.The performance audit analysis of JiaYuguan green project mainly includes four aspects: First,the performance audit of urban greening policy;Second,the performance audit of urban greening management institutions;Third,the performance audit of the overall project management of urban greening,include planning decision before project implementation,bid management in project implementation,management and curing of green planting after project implementation;Fourth,the performance audit of the evaluation of urban greening project construction,including urban greening planning index,environmental improvement effect,impact on citizen's life and economic results.Through understanding the construction situation and process of the urban greening project in JiaYuguan city,I have found out the difficulties encountered during the construction of the greening project due to the poor environment of Gobi,and the deficiencies in the construction of the greening project.I have put forward corresponding suggestions and measures for the urban greening project of JiaYuguan by reference to the urban greening of successful cases abroad and the experience of urban greening construction in China.This paper in the introduction part mainly introduces the research background of urban greening project performance audit,and the research status at home and abroad.In the research background,this part mainly introduces the topic selection,research purpose and significance,research method and content,and the innovation of this paper.In the second chapter,I mainly explain some concepts,such as urban greening engineering,government performance audit,public works performanceaudit,and urban greening engineering performance audit.And I also introduced the theories that need to be understood,such as public fiduciary responsibility,new public management theory,sustainable development theory,and regional environmental management theory.In the third chapter,it mainly prepares the performance audit of the greening project of JiaYuguan.In this part I describes the present situation of JiaYuguan greening engineering construction the audit goal,audit focus,and in accordance with regulations,policies and construction target,expert advice,such as for standard and reference basis,formed the audit evaluation index.The third chapter is mainly about the preparation of the performance audit of the greening project in JiaYuguan.In this part I introduction of JiaYuguan greening engineering construction,the audit goal,audit focus as well as the evaluation index that standard is according to the urban greening related laws regulations and policy and construction target,greening department expert advice.Chapter four is the key chapter of this thesis.This part includes four aspects: policy performance audit,management institution setting performance audit,overall project management performance audit and project construction effectiveness audit.Among them,the overall project management performance audit includes the planning decision before the implementation of the three parts,the bidding management in the project implementation,and the green plant management and maintenance after the project implementation.Through the study of the performance audit of JiaYuguan urban greening projects,I have found that six problems: Through the study of the performance audit of JiaYuguan city urban greening projects,I found six problems: the network information service platform is not sound,management planning decisions consider not comprehensive,lack ofinsect pest prevention system,the park service facilities is not perfect enough,the rate level is low,construction of greening effect in the process of public life.I according to the features of JiaYuguan puts forward seven measures: managers should strengthen the construction site management and do planning decision considering the actual situation,to establish insect pest prevention system and emergency response measures,perfecting service facilities,expanding urban park and square green space area,reduce the negative influence,enhance the promotion of urban greening protection.I have concluded that the audit conclusion,that is,greening engineering construction process compliance,economy,fairness and efficiency,economic development and environmental improvement of Jiayuguan in effect and the influence of the environment have a more positive.The future research direction of urban greening project performance audit and the trend of urban greening construction in Gobi area are proposed.
