Research On The Incentive Policies Of Roof Greening In Xi’an City

This study not only for the development of Xi’an city roof greening provides theoretical basis, also for the relevant departments of the Xi’an municipal government formulated roof greening incentive policies provide guidance suggestions, which to promote the development of Xi’an city roof greening has important theoretical and practical significance.With the acceleration urbanization in Xi’an, the increase of building density, urban heat island, haze and energy consumption issues become more and more serious. The roof greening can ease the urban problems. However, lack of incentive policies for roof greening has hindered the development of green roof in Xi’an. Therefore, it is an urgent and urgent task to combine the current situation and incentive policy of the roof greening in Xi’an to put forward the suggestion that is suitable for the development of green roof in Xi’an. In this paper, based on the existing research, we firstly research the development of urban problems and green roof in Xi’an. We find that the intensity of heat island showed an increasing trend in Xi’an city, the haze situation is increasing,energy consumption increases year by year. According to the particularity of Xi’an City,it is proved that the roof greening is necessary to solve the problem of Xi’an city. And then we analyze the incentive policy of green roof greening from the management incentive policy and economic incentive policy. We find that the green roof greening incentive policy is not perfect in Xi’an. Its economic incentive policy is single and lack of incentive, which has become an important factor to hinder the development of green roof in Xi’an. Secondly, we analyze the main behavior of Xi’an green roof greening based on the evolutionary game theory. We establish the evolutionary game model between the government and the developers, government and consumers, developers.Through evolution game phase diagram and numerical analysis shows that income,social image, financial subsidies, preferential loans, construction costs, economic rewards to consumers, the additional costs of roof greening, roof greening of propaganda, and publicity has significant influence to the development of roof greening in Xi’an city. Finally, based on the above research results, we give the incentive policy recommendations to developers and consumers from the government’s point of view.This study is provides a theoretical basis for the development of green roof in Xi’an City, also provides guidance for the relevant departments of the Xi’an municipal government. It has important theoretical and practical significance to promote the development of green roof in Xi’an city.
