| Along with the economic development,the size of cities continues to grow and expand.While the urban areas have been expanding outward,the rural areas are moving closer to the main city as a result of urbanization.During this process,more and more land is expropriated and transformed into state-owned land for various urban construction needs.The peasants' homestead land is also expropriated in the process.In order to better dispose of the collective land acquisition,localities have successively promulgated local laws and policies to guide the expropriation and compensation of peasants.Although a lot of efforts has been made during the process,various contradictions and problems have not been completely changed,making them the regulars news to the public.Therefore,it is necessary to sort out and countermeasure analysis the current compensation and expropriation policy.Combined with the policy theory and practical observation,this article intends to study the compensation and expropriation of collective land from four aspects.The first part is to distinguish the essential differences between the state-owned land and collective-owned land,elaborate the concept of expropriation of collective land and theoretically analyze the issues occurred.The second part is to detailed introduce experience,beneficial results and problems existing in the town's housing expropriation,combining my own practical experience at Xi-Tong Science and Technolory Industrial Park(Zhangzhishan Town)in Tongzhou District of Nantong City.The geographical location of the area is relatively developed,In addition,I have accumulated some experience in this area.Therefore,I have provided abundant materials and problem-based discovery and summary based on experience.The third part illustrates the advanced experience and practices in other regions.The fourth part based on the analysis of the above problems and their reasons,combined with practical experience,the measures and recommendations for improving the compensation for house expropriation are given,so as to provide a certain reference for the study and improvement of the collection of collective land housing. |
