Due to the current land expropriation compensation system is still covered with a strong planned economy color, it does not adapt to market economy today, so caused the low compensation standard, insufficient right, and the compensation scope is small, the land compensation distribution are fuzzy, land disputes in the process of solving lack of excessive administrative power, judicial intervention and a series of unfair phenomena. Meanwhile, The defects of current system defects also exposed the labor transfer ineffectively, low efficiency of land using, and inefficient using of government land income. Fairness and efficiency of the current land expropriation compensation system of it is due to the lack of land conflicts and mass incidents and cluster petition problems such as the important reason, seriously affected the social stability and social harmony. Therefore, the reform of the current land expropriation compensation system is imminent. This article bases on the present situation of researching, and combing the related theory of fairness and efficiency at the root of the problem analysis in theory and practice respectively, And the land value-added income share, reform to adapt themselves to our country economic development level and under the principle of fairness and efficiency consideration, respectively for the lack of fairness and efficiency problems in compensation system reform Suggestions were put forward, so as to narrow the gap between urban and rural areas, to achieve social stability and unity.
