The Research On The Influence Of China's Industrial Structure Upgrading On Population Mobility Under The "New Normal" State

Since 2014,China's economy has been turning to a "new normal" state,where the pace of economic growth has gradually slow down into a relatively moderate level compared with its high-speed increase years before.And the adjustment of industrial structure needed to be resolved.Meanwhile,the problems such as congestion in big cities,population drain in small towns,empty-nest elderly and left-behind children,which caused by the long-term unbalance between the population flow trend and the industrial structure adjustment have become more and more serious.Therefore we should utilize the chance of upgrading industrial structure under the Supply-side Reform to encourage the effective population flow in space,promote the equilibrium between industrial layout and the population distribution,at last to make the sustainable economic growth possible.According to the relevant theories in industrial structure and population mobility,the thesis has inferred a transmission mechanism of the impact of upgrading of industrial structure on the population flow that the upgrading of industrial structure leads to the labor force flow and consequently causes the population flow.The thesis has also presented the empirical result using the related economic data of 255 cities of China from 2000 to 2014.The result indicates that the transmission mechanism above has not operated well in China and the main reasons are as followed.First,the immature development of secondary and tertiary industry of our country has limited driving effect on the floating population.Second,the income from main labor force cannot afford the flow of the whole family.Third,the cost to enjoy the social resource for floating population is much higher due to the restrictions of household registration system.In order to promote the operation of transmission mechanism and then accelerate effective population flow in China,the thesis has proposed three political suggestions in the prospect of upgrading industrial structure.And they are raising the labor income,reducing the floating cost and accelerating the optimal disposition of regional industry to lead effective population distribution.
