The adjustment of industrial structure is the focus of theoretical and empirical research in recent years. This paper discusses the relationship between labor mobility, industrial agglomeration and industrial structure upgrading. The paper focuses on the path of labor flow affecting the upgrading of industrial structure. On the basis of the existing theory, this paper uses the relevant theoretical basis of the new structural economics.Firstly, this paper expounds the research background, research significance, research content and ideas,as well as the innovation and inadequate. Then, based on the domestic and foreign research, the paper has reviewed the existing academic theories and academic achievements.Next, this paper constructs a simple theoretical model based on the theory of labor mobility, industrial agglomeration and industrial structure upgrading. In addition, this paper collects the data of the provinces to analyze the current situation and characteristics of labor mobility. In addition, use the national and provincial panel data to build econometric model, use statistical software for quantitative research. Finally, combined with the theoretical model and empirical results, some policy recommendations are given. The conclusion of this paper shows that,at the national level, the net migration of population has a significant negative correlation with the advanced industrial structure and the rationalization of industrial structure.Simple population flow not only does not promote the upgrading of industrial structure, but plays an inhibitory role, labor mobility should pay more attention to the quality of labor, rational distribution and distribution. At the industrial level, the net migration of population will lead to a decline in the level of industry and rationalization, but compared with the national level, the impact coefficient is smaller. The influence of population migration on the upgrading of industrial structure is not only reflected in the industry, but also the upgrading of the industry. As control variables, the level of urbanization negatively affects the advanced industrial structure, positive impact on the rationalization of industrial structure;the opening degree of rationalization of industrial structure is not obvious, there is strong negative effects on the upgrading of the industrial structure. The result is that China's trade structure is mainly based on processing and manufacturing.Income gap between urban and rural areas can inhibit the advancement of industrial structure, and it's not obvious to the rationalization of industrial structure. The improvement of the level of infrastructure can significantly promote the upgrading of industrial structure. Therefore,to improve the infrastructure construction, will effectively promote the development of advanced industrial structure. In this paper,on the basis of theoretical models and empirical research, labor mobility will increase the production of labor and land costs, and change the comparative advantage among different industries. This will result in the decline of traditional labor-intensive,land intensive industries, promote the upgrading of industrial structure. On the other hand, labor mobility determines the direction of industrial agglomeration. The flow of labor is accompanied by the flow and concentration of human capital and technology.Factor flow and factor concentration will result in industrial scale effect, increasing returns, correlation effect. These characteristics will produce a cyclic accumulation effect, thus promoting the industrial spatial agglomeration. The spatial agglomeration of industries will inevitably lead to the development of industrial structure.Based on this, this paper finally puts forward some policy recommendations for China to promote the optimization and upgrading of industrial structure.
