| Credibility is the treasure of Chinese traditional culture and the important content of socialist core values.In the new era,state-owned enterprises face new competition environment and new development requirements,Any lacking of integrity not only leads to bad enterprise credit among the masses,but also seriously hampering the thriving of market-oriented economy.Therefore,it is of great significance to explore and study the establishment of the integrity culture working as the core competitiveness of state-owned enterprises.Such credit culture of state-owned enterprises combines the new requirements and new historical missions,at the same time,state-owned enterprises themselves or the society will cultivate and practice integrity values system as a measures collection,including credit consciousness internalization by means of the culture cultivation,form the credit criterion by means of system management,strengthen the concept of credit by means of legal education,regulate the credit behavior by means of reinforcing the supervision.In the new era,the construction of the integrity culture of state-owned enterprises is conducive to their sustainable development,and the realization of the state-owned enterprises to become stronger,better and bigger.It is conducive to the healthy development of the market economy and the building of a community of shared future for mankind;It is conducive to improving the social environment and building a moderately prosperous society in all respects.Since the 18 th National Congress of the Communist Party of China(CPC),with the continuous advancement of the construction of the integrity culture of state-owned enterprises,the trend of development has been positive.It enhances the sense of honesty of state-owned enterprises and improves the internal environment of competition of state-owned enterprises;It has prompted the social responsibility of state-owned enterprises and optimised the external environment of state-owned enterprises competition;It has optimized the legal obey system for state-owned enterprises as well as the legal environment for state-owned enterprises to compete.But meanwhile,there are still many potential problems,internal and external,on the cultivation of excellent culture,the establishment of integrity system,education rule of law and supervision management.Reasons traced,from an internal analysis of state-owned enterprises,insufficient main-stream cultural beliefs inadequate internal management system reform,ideological and political work failed to keep up with The Times,unqualified internal supervision system;Based on the state-owned enterprises external analysis,insufficient social credit cultural beliefs,cost increase caused by economic environment changes,incomplete social credit management system and unfulfilled government supervision and management.The new era of state-owned enterprise trustworthiness culture construction should be with good credit culture leading stateowned enterprise,to strengthen the excellent cultural values to pursue,the essence of traditional culture,and the behavior standards based on socialism core values.Through a sound system with both great inside and outside management in the state-owned enterprise,the credit evaluation system is expected to be established in state-owned enterprises to perfect the construction of social credit system and improve the social credit incentive mechanism for the state-owned enterprise.The cultivation of rule of law concept and the education on the rule of law in honest production and management in state-owned enterprises should be strengthened to raise the awareness of the rule of law in the leadership and implement the diversity of the education method under the rule of law.The internal and external supervision of the integrity and the internal supervision on party organizations of state-owned enterprises shall be strengthened to improve the government's supervision mechanism,as well as consumers' supervision on the integrity of state-owned enterprises. |
