Study On Cost Control Of China Railway HQ Railway Project

With the rapid development of China's railway construction in recent years,the construction of dozens of domestic railways has been completed and put into use.China's railway engineering project industry is gradually developing in the direction of diversification,such as railway,highway,rail transit,municipal and other aspects.Therefore,the management development of railway engineering enterprises has also produced the corresponding transformation,moving towards the direction of decision-making,benefit-oriented,management-oriented.Along with the market economy is not deepening,effectively promote the development of engineering project industry,promote the competition and-adaptability of engineering project enterprises,and pay more and more attention to the cost control.In order to develop in the fierce competitive environment of the engineering market,China Railway Corporation must improve its own management level,strengthen the management of the cost control system for its engineering projects,and enhance its overall efficiency and adaptability through project cost control.To a large extent,the cost control level of engineering projects affects the competitiveness and development of China Railway Corporation.There is a key issue how to strengthen the cost control of railway projects for each China Railway Corporation.However,from the actual situation,there are many problems in the cost control concept,cost control mode and management system adopted by the domestic railway project enterprises,which pose a new challenge to the cost management of the railway project enterprises.This paper analyzes the cost control optimization of China railway haiqing railway project,discusses the current situation,methods and problems of the cost control of the project,and optimizes the cost control measures.This study combines theory with practice.firstly,this paper expounds the research background,significance and content of the article,summarizes the relevant concepts of cost control of railway engineering projects,and analyzes the principles and control theory of cost control.Secondly,taking the project of China railway haiqing railway as the research object,this paper makes an empirical analysis of the cost control,probes into the cost control objectives,thoughts and organizational processes of the project of China railway haiqing railway,and effectively sums up the cost control situation of the project of China railway haiqing railway,including the material management,construction cost control,contract and inspection and valuation management,etc.This paper comprehensively analyzes the cost problems of China railway haiqing railway project,such as high labor costs,low utilization rate of materials and equipment,financial management confusion,improper contract management,etc.,and systematically analyzes the causes of these problems mainly lies in the lack of advanced cost control concept,perfect control system,scientific and scientific methods,etc.Finally,the paper puts forward some countermeasures and suggestions to improve the project cost control,mainly from the aspects of improving the cost control system,strengthening the prior cost control,strengthening the responsibility cost process control,and cost control after the implementation of the assessment.
