construction has the important position in China's national economic development. It has close relationship with the development of entire national economy and the improvement of people's life. Along with the rapid economic development of our country, we are gradually to increase the investment in construction engineering. But the benefit of the project was relatively low. In the present situation, construction enterprise of our country in the engineering project cost control has not formed a complete system management. The benefit of the project is not satisfied when it is finished. The method of cost control is simple; the link of management is disjoint, program is not complete and so on. These issues affect the development of the enterprise seriously. Although China railway construction group northwest branch founded soon, with the development of the market, the number of construction projects has shown a sharp growth trend. Though with project rapid expansion, the benefit of the project failed to reach the same proportion. Cost control also face above problems. So the purpose of this paper mainly reflects how to make the northwest branch out of the predicament of the cost management.From the angle of the northwest branch and project, this paper do the research of cost control based on the current situation of engineering project cost management in northwest branch, and combined with the related theory of cost control. Clearly points out that benefit of projects is low and the main problems existing in the engineering cost control. The institutions setting of cost control is unreasonable, post responsibility not clear, lack of a complete set of scientific management system, the quality of staffs is low. Every department does not communicate closely, and does not pay attention to carry out. The project lack integrity of cost concept, lack of control measures and means. These problems are already restricted the development of northwest branch. To solve the above problem of cost control, the research show that it need to improve from branch and project two levels respectively:Branch primary task is to:ensure that branch, second management department agency established perfectly, responsibility,right and obligations combined to make the organization members to recognize the importance of cost control, undertake the responsibility that cost management should bear; Through the theory and practice, establish a scientific management method, formed a rule that conform to the northwest branch's characteristics, increase the implementation of the system, so as to ensure realization the profit of enterprise; Strengthen the training work, improve the quality of the staff, improve the staff's cost consciousness to pay attention to knowledge update and professional level, and promote the improvement of their work; Reduce the cost spending of the engineering project that is unnecessary and not reasonable; ensure cost control work rigor; Strengthen the comprehensive cost control work, a full participation in whole process, and to make sure it is effect; At the same time, to push good development for the cost control of the work, the branch carries out "walking type management" mode to do the cost control work.Construction project main task is:plan well in cost control work, ensure it scientific, reasonable, high guidance, the feasible; Strengthen the ability of the project to earn well, that is "the second management" work; Combined with the project management, establish core cost management procedures to promote the cost control work.
