China has entered a new era of socialism with Chinese characteristics,adhering to the new development concept of “innovation,coordination,greenness,openness,and sharing”,transforming the mode of economic development,deepening Supply side structural reform,renewing the driving force for development,and advancing economic growth from high growth.The stage is moving towards a high-quality development stage,and promoting the economic society to move toward higher quality,more efficient,more fair and more sustainable.At the same time,in terms of the market,due to the ever-changing supply and demand relationship in the international market and the impact of changes in the economic cycle,the prices of resource products have undergone severe fluctuations that have a direct impact on the economic development of resource regions.These have brought more opportunities for the transformation and development of western resource-based cities,especially resource-exhausted cities,and they have also faced unprecedented challenges.Wuhai City is a coking coal production base that was developed in the late 1950 s to support the supporting energy supply system of Baotou Steel Plant,a national key project.It is one of the 31 coal resource-based cities recognized by the country.This typical coal resource city is built with coal,developed with coal,and developed with coal.After decades of development,relying on coal and other resources,it gradually formed a heavy chemical industry based on energy,chemicals,building materials,and characteristic metallurgy.In the industrial system,Wuhai has become one of the important coal chemical bases in the northwestern region of China.However,due to the large amount of development,production,and export of long-term resources,as a non-renewable coal resource reserves decline sharply,coal production is decreasing year by year,coal resources are drying up,leading to the decline of leading industries,sluggish economic development,and slow growth of income of regions and residents.As the ecological environment deteriorates,the characteristics of the development cycle of resource-based cities are highlighted.In 2012,with the approval of the State Council,Wuhai City was listed as the country's third batch of resource-exhausted cities,which urgently needed economic transformation and upgrading,the developmen4 t of a new economy,the cultivation and development of alternative industries,the establishment of a modern industrial system,the enhancement of sustainable development,and the realization of multiple Development.This paper is guided by the new concept.It explores new models of resource-based cities,expands new paths,gathers new elements,promotes kinetic energy conversion and innovation and development as the perspective.It takes the industrial development path of Wuhai City for economic transformation as its research object,and its economy.The development status and existing major problems are analyzed to explore the major development issues such as fostering succession industries in the transformation and upgrading of the new era,focusing on the optimization and upgrading of traditional industrial structures,developing and growing emerging leading industries,and nurturing the industrial development path for the development of strategic emerging industries.Based on the transformation of resource-exhausted cities at home and abroad,we will summarize and study the development model of economic transformation and innovation driven by Wuhai City.From this,we will abstract general and regular things to transform and upgrade resource-based cities in the central and western regions.Environmental governance provides a theoretical reference and a demonstration of reality.
