In eighteen guidelines "on the restructuring and development of resource-basedcities," and " national resource-based sustainable urban development planning", thepaper of a typical coal resource-exhausted cities-Wuhai City-as the research object,using case studies and lessons learned mathematical analysis method of combining,in the context of healthy cities and economic interaction, and to explore the path ofeconomic transformation Wuhai choice. Firstly, the history and current situation wereintroduced Wuhai City, pointed out that along with the gradual depletion of resources,the problem faced by Wuhai City, Wuhai City, the necessity of economictransformation. Secondly, domestic and international experience in coalresource-exhausted cities in economic transformation are introduced and summarized,and based on these advanced experience, combined with the status quo Wuhai City,this paper presents a general idea of Wuhai City economic transformation. Again, inorder to reveal the internal Wuhai economic system problems, explore the directionof Wuhai economic transformation, this paper system dynamics theory, theestablishment of a system structure model of coal resource-exhausted cities economictransformation, will be divided into index system of six systems, data samples WuhaiCity, Wuhai simulation data2006-2021years, and compare with the actual dataanalysis to reveal the economic problems of Wuhai City, exploring its economictransformation direction. Wuhai City in clear direction on the basis of economictransformation, this paper, the status of urban development in Wuhai City, raisedthree key issues to achieve economic transformation of Wuhai City, Wuhaiaccordingly proposed urban development and urban development orientationenvisaged to promote economic restructuring and urban development. On this basis,the paper concludes Wuhai economic transformation path selection and suggestions.Results of this study show that: first, the pressure associated with resourcedepletion, Wuhai City should actively seek economic transformation. Secondly,domestic and six coal resource-exhausted cities (Germany’s Ruhr industrial area,Birmingham, Kyushu, Japan, France, Lorraine, Fuxin, Liaoning, Shaanxi and Liaoning Fushun Shizuishan) experience in the process of economic restructuring canbe attributed to three point: government-led industrial policy shift, the positiveinteraction of economic restructuring and urban development. Again, the systemdynamics simulation results show that:(1) Fixed Assets in Wuhai input-outputfalling trend, indicating that economic growth was mainly rely on pre-investment infixed assets to pull, with fixed asset investment declining marginal productinvestment in fixed assets will no longer be the main driver of industrial Wuhaieconomic growth.(2) Wuhai unit output of the tertiary industry investment in fixedassets investment is higher than the industrial output, however, Wuhai currentindustrial fixed assets investment amount is much larger than the amount of thetertiary industry investment in fixed assets, portfolio investment income unequal. So,Wuhai City of fixed assets investment must restructure to maximize inter-industryportfolio investment income with minimal environmental cost situation.(3)environmental governance role of investment in economic transition in a short littleeffect, but the impact on industrial fixed assets investment is gradually enlarged overtime.(4) Although the role of improved waste recycling rate of economictransformation Wuhai less significant, however, directly affect the waste dischargewaste recycling rate of economic losses caused by the environment and environmentalcapacity, or indirectly affect the overall GDP value. Finally, system dynamicssimulation conclusion based on the theory, draw domestic and foreign coalresource-exhausted cities in the process of economic transformation experience,especially in the context of economic restructuring and economic interaction benigncity, this paper present Wuhai City development status of the proposed economictransformation Wuhai steps, including: the first industry to be "doing fine ", thedevelopment of high quality urban agriculture; secondary industry "optimize" theeffective use of a good second industrial base, optimizing the four pillars constructionindustry; tertiary industry " upgrade" to vigorously develop modern logisticsindustry, business services, financial services and information technology servicesand other. Meanwhile, in order to ensure economic transformation Wuhai City, butalso to solve the ecological environment and the livelihood of Wuhai City, andestablish appropriate regulations and policies to ensure the smooth implementation ofeconomic restructurin.
