This paper takes Pingyang County as a microcosm and analyzes the status quo and existing problems of China's rural surplus labor after thirty years of reform and opening up.Based on the theory of urban-rural dual economic structure and labor market supply and demand theory,this paper analyzes the causes,history,status,characteristics,restrictive factors,and solutions in the government's functions.This paper discusses the concept of the surplus labor force.The marginal output is zero and the population of the working age population is the surplus labor force.Since the reform and opening up,China has gone through five stages in the development of the transfer of rural surplus labor.At present,the proportion of the rural surplus labor force in the population is less than 1%,and the rural surplus labor force is almost depleted.In the third part,this paper analyzes the status quo of rural surplus labor transfer in Pingyang County from the aspects of labor force distribution,economic development status and industrial structure characteristics in Pingyang County.In the fourth part,this paper analyzes the restrictive factors and excellent experience constraints of Pingyang county in the transfer of rural surplus labor force.First,the gap between education level in urban and rural areas is large,and the density of basic education in primary and secondary schools in eastern urban areas is much higher than that in western rural areas.Second,the urban and rural social security systems are not equidistant.The urban pension insurance and medical insurance policies are far superior to those in rural areas.Third,the employment service system is not perfect.Fourth,restrictions on social issues such as left-behind children and empty-nest old people;Fifth,the quality of rural labor is not high.,High school and below academic qualifications labor force ratio as high as 80%;Sixth,the employment market information asymmetry advantage and experience First,Pingyang County in 2014 eliminated the urban and rural household registration system segregation;Second,the township economy developed;Third,pay attention to beautiful rural construction.In the third part,this paper taking Guangzhou and Beijing as examples,this paper analyzes the excellent practices and experiences in the transfer of rural surplus labor in other regions.Finally,this article is problem-oriented,and puts forward six recommendations: First,enhance the quality of rural education;Second,featured towns Promote rural economic development;Third,balance the social security system in urban and rural areas;Fourth,improve the employment service system;Fifth,strengthen vocational education and training to improve farmers' professional skills;Sixth,improve rural family services.
