Employment , the root of people's life, involves thousands of households. To achieve more adequate social employment and provide employment services for all persons with working capacity is an important duty of government at all levels, but also the common responsibility of the whole society. Among resources of 1.3 billion people in China, there are 800 million people are "farmers", thus the rural employment in China's economic and social development's role is increasingly prominent. To promote the rural labor force employed is the significant long–term people's livelihood issue faced by party committees and governments at all levels, and what's more is the inherent requirement of developing urban and rural, constructing a well-off society. In recent years, to promote the employment of rural labor force has proved that to shift towns and rural labor force to non-agricultural industries employment has optimized rural employment structure and income structure. Labor income has become most direct and effective resource for framers to increase their income. The problem of rural labor force employment is not only related to the workers themselves and their families well-being, but also to social harmony , stability, coordinated development of urban and rural areas.The paper, takes Yancheng city as an example, with integrated use of induction, deduction, analysis, survey methods to analyze the current status of rural labor force, characteristics and basic means in depth. It focused on the main problems and their causes to set forth the basic principles for rural labor employment and introduce the experience and practice of promoting rural labor force employment in developed countries and developing countries. On such basis, the paper proposed strategies and measures to promote the employment of rural labor force in Yancheng. In details, that is to focus on the following six aspects, firstly , further expand employment and business opportunities ,.in agriculture and interior rural, to open up employment channels ,in the promotion of new industrialization and urbanization , to open up channels for employment .In the process of supporting farmers to make business, to open up channels for employment,. Secondly, to further improve the management and service system, to perfect the public employment service system of market coverage net with county (city, district), township and village , to better the rural labor force training system, to establish business service system for farmers; Thirdly , further strengthen the training of rural surplus labor force, to implement special training programs and flexible training school projects with intensive training in quality assessment. Besides, to further improve the system of the farmers employment ,entrepreneurial farmers and the social security. to establish a unified management system of city and rural areas to effectively solve farmers'social security problems. What's more ,to do a better job of rural poverty labor force employment. To carry out work responsibilities and improve long-term mechanism, to launch specific service ; The last but not the least important point is that further increase the public service's investment.
