The basis of agricultural modernization is the intensive cultivation and the scale of the land,but its progress is affected by the loss of the effective labor force in the countryside and the form of the “small-scale farming economy”.On the one hand,lack of rural labor force,the phenomenon of “old,weak,sick and disabled” is prominent.It is imperative to increase agricultural productivity and realize large-scale land management and intensive production.On the one hand,the farmers are “reserved the land and cherished the land”,and the land transfer point is all-round and wide-ranging.Children cannot keep up,straws are burning in large quantities,and the process of agricultural modernization is struggling.Therefore,the intensive production of land,large-scale operations,and measures to increase the efficiency of agricultural production need to be implemented.The Third Plenary Session of the 18 th CPC Central Committee pointed out: To speed up the construction of a new type of agricultural management system,the main characteristics of the new type of agricultural management system are realized in an intensive,professional,organizational and socialized manner.How to quickly bring together fragmented land without changing the right to land contractual management,to promote the development of modern agriculture with integrated technologies,and to achieve large-scale land management and intensive production?Many local governments are actively exploring new forms of innovative agricultural operations.Yancheng City,Jiangsu Province successfully explored the “joint farming and joint farming” agricultural business model that did not change the land management rights and was written into the 2016 Central Document No.1.The core feature of “joint farming and joint farming” is that the land does not transfer between farmers,but through large-scale operations through the cooperation and cooperation between farmers,the overall function of village-level organizations and the technical rural areas of the agricultural sector to achieve the small-scale production of scattered farmers.Combined with socialized production.The agricultural production and management model of “joint farming and joint farming” did not cut off the direct connection of farmers' land.It not only retained the core of family management,but also gained the benefits of cooperative operation among farmers.It really enabled small-scale family management to share in the promotion of technology.The results of modernization are the persistence and improvement of the current basic agricultural management system and the beneficial exploration of developing the modernization of agriculture that focuses on decentralizing smallholder farmers.Based on the current status of China's large-scale agricultural operations,this article starts with the background of the joint development of joint farming,and elaborates the basic overview of the “joint farming and joint farming” model and its comparativeadvantages with other existing land-scale management methods.The Positive Meaning and Feasibility of the Mode of "Jointly Cultivating and Joining Together" in the Transition Period of Agricultural Modernization;Perform performance analysis from three aspects:economic benefits,social benefits,and ecological benefits.Describe the positive benefits generated after the implementation of the model.Explore the existing difficulties and problems in the process of the promotion of the analysis model,and put forward relevant policy recommendations to promote The further development of the "cultivating and conjoining seed" model provides a realistic reference for reducing the fragmentation of agricultural land and promoting the large-scale management of farmland and the modernization of agriculture.
