Agriculture is an important part of China’s national economy, and the arable land of production materials for farming dominates the agricultural development. Due to socio-economic development, the proportion of agriculture in the national economy has lagged far behind two or three industries, and because of the acceleration of urbanization, it resulting in decreased amounts of cultivated land in China and a lot of cultivated land quality is also declining. Based on the current situation of reserve resources of cultivated land in China, we must take the road of tapping the potential of existing cultivated land.Permanent basic farmland is the arable land that to ensure national food security and effective supply of major agricultural products, but it have fragmentation phenomena in established permanent basic farmland. This study comprehensive natural and artificial segmentation of cultivated land and socio-economic factors and many other factors, from landscape, property condition, analysis of the socio-economic level 3 to evaluate the fragmentation of Chongren County farmland, aims to address the fragmentation of basic farmland, appropriate scale management supply theory and technical support. This study is base on the second land investigation data in 2013, permanent basic farmland demarcated database, remote sensing imagery of Chongren County, statistical yearbook of Fuzhou, Combined with the results of previous studies, carry out this basic farmland fragmentation assessment analysis. This study uses the method of combining RS and GIS technology, a combination of Statistical Yearbook of landscape analysis and information extraction method, the method of entropy right to comprehensive evaluation and Spatial autocorrelation analysis and literature study. From the results of fragmentation evaluation, Chongren County farmland fragmentation is not very serious in overall, Mainly because the study is basic farmland rather than farmland, but according to the State Council and the Central Committee of the deployment requirements, designated basic farmland should be permanently high quality piece of arable land, so designated the permanent quality of basic farmland should be raised in Chongren County. The main conclusions are as follows:(1) The basic farmland fragmentation degree of Chongren County township is: the basic farmland fragmentation degree of Xiangshan town, Lipi town, Xufang town is more high, the basic farmland fragmentation degree of Bailu town, Hangbu town, Guoxu town is more low. Comprehensive view, the level of distribution of basic farmland fragmentation degree of Chongren County, although the combined effect of ownership segmentation and socio-economic development by, but the terrain and landscape split ownership of the township fragmentation degree impact on the size of the more significant degree.(2) Chongren County’s the global Moran’s I index size order shows that the socio-economic index of spatial aggregation of minimum degree fragmentation Composite Index Composite Index and the landscape has a large degree of spatial agglomeration, spatial extent, ownership aggregation index is slightly smaller than the fragmentation composite index.Moran’s from part I index of Spatial autocorrelation analysis showed that comprehensive landscape and fragmentation of composite index local is that the spatial distribution of H-H-and L-L-clustered towns is the same. H-H,concentrated in south of Chongren County territory; L-L is located in the North-East of Chongren County.
