Although China has experienced decades of industrialization in modern times,China's rural economy still plays an important role in the development of China's national economy.Today,the construction of rural infrastructure is directly related to the development of China's new urbanization,and even affects the overall development trend of China's national economy.Therefore,we must have a government-led and socially-supported rural infrastructure investment and financing situation,combined with the actual to promote China's rural infrastructure construction investment and financing system reform,provide a favorable environment for the construction of rural infrastructure,and provide a favorable environment for rural infrastructure construction,promote urban and rural infrastructure construction to narrow the gap.The article takes the new type of urbanization as the background,explores the investment and financing mode of rural infrastructure as the research object,and conducts research on the theoretical basis of Marxist public goods theory and western public goods theory.This paper is divided into seven chapters: The first chapter is the introduction content,which explains the historical background and practical significance,the theoretical significance,the research status at home and abroad,the research methods adopted by the topic,the innovations and problems of the research work.The second chapter is about the theory of public goods and rural infrastructure,it is divided into Marxist economics public goods ideas,Western economics public goods ideas,the differences and similarities of Marxist public goods theory and Western public goods theory,the connotation and classification of rural infrastructure.The third chapter is about the investment and financing model of rural infrastructure,introducing the three investment and financing models of PPP,BOT,and PFI,comparing the advantages and disadvantages of the three models,and get the conclusion of the PPP investment and financing model is more consistent with the construction of income-based rural infrastructure.The fourth chapter is the international experience of rural infrastructure investment and financing,focuses on the experiences or the lack of rural infrastructure investment and financing in the United States,Japan and South Korea,providing valuable experience for our country to carry out related work.The fifth chapter is the analysis and the causes of financing difficulties of rural infrastructure,this section introduces the status quo of China's rural infrastructure construction and the overall status of village infrastructure investment and financing firstly,and then have a further analysis of the financing problems of China's rural infrastructure investment and the reasons existing in the rural collective investment system from the country a serious shortage of financial investment,the defects of financial institutions,lack of credit,laws and policies are not sound enough.The sixth chapter is about innovative proposals for the rural infrastructure investment and financing mechanism under the PPP model.This section provide constructive suggestions for the optimization of the construction of rural infrastructure investment mode from the increased financial support,the development of folk capital investment and financing mode,play a supporting role of financial institutions,strengthen rural infrastructure investment and financing legal system construction,improve the investment and financing risk management control system.The final chapter makes a macroscopic summary of the full text,and emphasize the significance of the investment and financing model of rural infrastructure construction to ensure the healthy development of China's national economy.
