Team Group construction is the basic management of the company,scientific performance management,can fully mobilize the enthusiasm of the staff,stimulate the enthusiasm of the staff,create a harmonious working environment and working atmosphere,improve team cohesion and centripetal force,enhance the competitiveness of the company.To strengthen the team performance management,not only can tamp the base of the group management,but also promote the employees to move forward actively,close the personal goals and enterprise goals,and achieve a win-win situation.In the development of China's communications industry,China Mobile,China Telecom and China Unicom are the three major operators.In recent years,the number of users of Mobile Corporation has increased year by year,and is the largest operator in the communication market.However,in the era of mobile Internet,the technology iteration is rapid,cross boundary competition and homogenization are increasingly fierce.Although there is a large scale advantage,the Mobile Corporation still faces great challenges in the reform and transformation,as well as the increase of the workload of the staff and the increase of staff pressure.The performance management of grassroots teams and groups is an important management content of enterprises,which is conducive to improving staffs work enthusiasm,improving work efficiency and improving enterprise management level.This paper investigates the existing performance management system in the grass-roots group of the Hainan mobile L branch.It is oriented to the team leader and staff of the Hainan mobile L branch.Through questionnaires and interviews,it is understood that most of the employees focus more on the market index and their own work capacity,and are not concerned about the construction of the group.In the group construction management of Hainan mobile L branch,there are some problems such as unreasonable index setting,lack of performance guidance and lack of performance incentive,which lead to the group performance management form more than content.How to improve the level of team construction and team work efficiency through performance management,to stimulate team work enthusiasm and to improve enterprise performance,is an urgent problem to be solved in the current Hainan mobile L branch.In view of the problems existing in the performance management of the grass-roots teams in the Hainan mobile L branch,this paper studies the design and implementation of the performance management system of the grass-roots group team in Hainan mobile L branch,referring to the literature of performance management and the development trend of performance management,and using the theory and method of modern enterprise performance management.In the study,it is found that the methods of target management and PDCA cycle management have strong pertinence and feasibility in solving the problems in the performance management of the grass-roots groups in the mobile L branch of Hainan.Therefore,according to the present situation of the performance management of the grass-roots group in the Hainan mobile L branch,and the needs of the staff and the future development of the enterprise,Fu Hehai has formulated the performance indicators,the design of the process framework,the establishment of the post responsibility book and the target responsibility book,the training of the staff ability and the guarantee measures for the implementation of the project.The team performance management optimization plan of the South mobile L branch is aimed at promoting the continuous performance management,enhancing the awareness of the employees' work and overworking,creating a positive and enterprising performance oriented cultural atmosphere,and achieving the effective promotion of the competitiveness and performance of the enterprise.The basic level team performance management optimization scheme established in this paper has strong scientificalness and practicability.It can provide guidance and reference for the improvement of performance management of similar enterprises,and is universal in the process of optimizing the performance management system.
