With the time of knowledge economy, the competition between enterprises is not only the capital and products but human resources. Only those who have a good reserve of human resources and take full advantage of it can establish a lasting competitive advantage in the fierce market competition.Excellent performance management is the key factor of humanresources.Matched enterprise culture of it brings the staffs imitative into full play and double-win for employees with enterprise as well as to promote them to grow together. On the contrary, if injustice and problems forperformance appraisal exist, lightlyemployees are slack in workand seriously “leadership question theory ”will run in the world, with a long time, which will affect the enterprisedevelopment.This paper is based on the survey of China Tower CO.LTD. Gansu Branch,and applies knowledge of management theory in 3 years study by the deep interviews and questionnaire surveys to show the previous management defects in the process of enterprise performance management and analyze the reasons of above-mentioned problems.Then using KPI to design a new enterprise optimization schemes and running it for a month.inChina Tower CO.LTD.GansuBranch.Evaluating its implementation effect after pilot runby the interviews and questionnaire thus pointing problems, at last proposing related suggestion to ensure appraisal normal operation according to assessment result.Through the performance of management optimization schemes, it solves some problems such as performance maladministration and formal performance appraisal etc.in some degree,which provides reliable basis for further deepening and optimizing its theory and schemes.Meanwhile,we hope to provide domestic enterprises with reference values.
