The food safety problem is a major livelihood issues,it has long been concerned by the state,society,and the public.The implementation of the Food Safety Law in 2015 is of great significance to China's food safety work,both in legal safeguard and social orientation.The promulgation of food law requires strict implementation to fully realize its practical significance,even though the top-level design of the system is important,the implementation in real life is more worthy of consideration.Various aspects should be linked to the law,such as the follow-up of local legislation,the choice of law enforcement measures,the implementation of sampling inspection work,the application of legal ground and so on.Because of the tough and heavy supervising work,government should gathering strength from all parties to achieve the common governance goal.Objective:Under the background of the promulgation of the Food Safety Law,we should understand the residents' awareness of food safety and the law enforcement activities of the regulatory authorities in the area of food safety.Analyzing the residents' knowledge of food safety problems and their awareness of the Food Safety Law through questionnaires.Through the collection of law enforcement information data from 2015 to 2017,we will understand the law enforcement situation of the regulatory authorities in Changchun after the implementation of the law.Based on the survey results and data analysis combined with the characteristics of food safety supervision in Changchun City,identifying problems in regulation and areas to be improved then providing advice to law enforcement.Methods:This article uses the literature analysis method to elaborate the theory of food safety,to understand the legal protection of domestic and foreign food safety and the comparison of regulatory system;A convenient sampling method was adopted to extract 650 residents in Changchun City and they were investigated by questionnaire survey.The main contents of the survey included residents' general conditions,food safety issues,food safety protection,and understanding of the Food Safety Law.Using descriptive statistical analysis to understand residents' perceptions of food safety.The statistics on food safety violations and spot checks in Changchun City during 2015-2017 were collected,and Excel software was used for data processing and analysis.Epidata3.1 software was used for data entry,and SPSS19.0 software was used for data processing and analysis.Results:67.0% of consumers believe that the most vulnerable part of the food safety issue is the production process.More than half of the residents have encountered problems such as the expiration date of food,abuse of food additives,unsanitary food in bulk,and fake and shoddy goods.There were statistical significance difference in the degree of attention of different sexes on food safety issues(P<0.05).93.8% of consumers indicated that they will pay attention to the production date and shelf life when purchasing foods.The first factor that 71.3% of consumers consider when purchasing food is the quality of food.There were significant differences on the first factor to consider when buying food in different income(P<0.05).There was no statistical significance on handling food safety issues who have different occupations.69.5% of the people who understand the food issue are the main regulatory agencies,the Food and Drug Administration.62.5% of people understand a little about the responsibilities of the food safety supervision department.but the specifics are not very clear.55.2% of people think that online ordering had no physical store safety.More than half of the people believe that after the problems of online shopping,network operators,network food producers and online food transaction third-party platform providers are all responsible.45.4% of consumers said that they are totally unaware of the implementation of the Food Safety Law,57.5% said they have not read the relevant provisions of the Food Safety Law.There were no significant differences on reading of the Food Safety Law in different educational backgrounds.41.8% of the people do not understand the food safety risk monitoring and evaluation system,food and food additive production and management permit system,food safety full traceability system,unsafe food recall system,unified food safety information release system,and ten-fold compensation system.The number of food safety violations in Changchun City decreased from year to year in 2015-2017,the application basis are increasing.Penalties are mainly fines and fines are moderate,the workload of food sampling inspections has increased significantly and the intensity has increased.Conclusions:1.Food safety problems still occur.Residents' awareness of food safety and awareness of rights protection needs to be strengthened.How to effectively protect the rights and interests of consumers has become a difficult and important point of supervision.2.With the popularization of “Internet+food”,online shopping for food and online ordering have become emerging food safety issues,its security risks cannot be underestimated.Due to the virtual nature,concealment,uncertainty and complexity of online transactions,the difficulty of law enforcement has increased.3.The residents of the 2015 version of the Food Safety Law and many food safety systems have low awareness of the system and do not even understand it.We should give full play to the role of the Internet and news media,and increase the propaganda of laws and regulations.4.From 2015 to 2017,the number of food safety violation cases in Changchun has been decreasing year by year,and food sampling inspections have been strengthened.Fines are the main punishment measure and moderate increase is made,and law enforcement is in good condition.
