Research On The Evaluation And Influencing Factors Of Financial Supporting Agriculture Efficiency In Jilin Province

China is a big agricultural country.The issue of agriculture,rural areas,and farmers is an important factor that affects China's steady economic growth and sustainable social development.Jilin Province,as a major grain-producing region of China,has been worried about the short kind of agricultural products and the lack of potential forincreasing income.In response to these issues,the financial support and industryupgrading that has been used in the past has been very difficult to develop,and the central government has promoted financial support to the core.The active solution to the problem of ‘agriculture,rural areas and farmer' has an irreplaceable role,which can leverage the resources from all sectors of society to enter into the construction of‘agriculture,rural areas and farmer',promote the rapid development of rural economy,accelerate the pace of rural modernization,raise the income of rural residents,and promote agricultural development.'Experimental scheme for comprehensive reform of rural finance in Jilin province' is the first provincial-level financial integration reform program approved by the state council,and 96 of these proposals are to be improved by the lack of credit means,the high cost of financing,the risk sharing and the inadequate compensating mechanism.In this paper,the relevant data of 9 cities in Jilin province from 2007 to 2016 were selected,and the Data Envelopment Analysis and Tobit model were used to calculate and analyze.It was found that the effectiveness of financial agriculture support in nine cities was worth to be confirmed.The comprehensive technical efficiency of agriculture financial support showed the regional difference results eastern part greater than western part greater than middle part,which was mainly due to the different scale efficiency of the district.According to the above conclusion,the Tobit model was used to carry out further influencing factor analysis to obtain the positive correlation between the ownership of household agricultural machinery and the per capita GDP,and the expenditures of agricultural,forestry and water affairs and the regional virtual variables are negatively correlated.According to these studies,it can be seen that Jilin province needs to accelerate agricultural modernization and increase agricultural infrastructure construction.Intensify that construction of rural financial market and deepen the comprehensive reform of rural finance in Jilin province.We will build a healthy and moderately competitive financial system,relax restrictions on rural financial markets in Jilin province,and to make diversity management for financial institutions.Sustainable innovation of rural financial products and services,in the form of loans,collateral,form a scientific and efficient supervision.We will strengthen the construction of rural financial infrastructure,keep exploring the credit system and payment system,and increase perception and satisfaction of the farmer's financial services.We will establish a comprehensive rural insurance system to guarantee the type and price to reduce agricultural risks.We will form a sound rural policy support system,and conduct a "targeted reduction to RRR" in monetary policy,using support policy measures such as supporting agricultural further credit and rediscounting.On the fiscal and tax policy,we subsidy to certain fees,realize different financial institutions to different tax policies.In order to promote the development of rural economy in Jilin province which can provide theoretical support for financial support method.
