Study On The Efficiency And Influencing Factors Of Fiscal Agricultural Expenditure In Anhui Province

Agricultural prosperity leads to prosperity,while agricultural decline leads to chaos.This is the clear-sighted lesson of China’s thousands of years of history.The characteristics of agricultural industry and economic and social development determine that Anhui chooses to take the development road of agriculture,rural areas and farmers with its own characteristics.Financial support provides a strong guarantee for the realization of agricultural and rural modernization.Governments at all levels in Anhui province attach great importance to the development of agriculture,rural areas and farmers,and constantly increase financial support for agriculture.However,there are some problems that need to be solved,such as low expenditure efficiency and large regional differences.This paper adopts inductive analysis method,comparative analysis method,empirical analysis method,quantitative analysis and qualitative analysis method,based on the accurate understanding of the fiscal expenditure on agricultural support in Anhui Province from 2011 to 2020,uses DEA-Tobit model to carry out empirical analysis on the efficiency of fiscal expenditure on agricultural support in Anhui Province and external influencing factors,and according to the empirical results,Put forward policy suggestions for improving the efficiency of fiscal support for agriculture.The empirical results show that from 2011 to 2020,the efficiency of fiscal agricultural expenditure in the vast majority of prefecture-level cities in Anhui Province has not reached DEA efficiency,and the efficiency of fiscal agricultural expenditure varies greatly among prefecture-level cities.The variation direction of fiscal agricultural expenditure efficiency of each prefecture-level city is not consistent with that of Anhui Province as a whole.Moreover,the reasons for the low efficiency of fiscal agricultural expenditure are different,most of which are caused by the low pure technical efficiency value,and a few are caused by the low scale efficiency.The urbanization rate of prefecture-level cities in Anhui Province,the rate of financial self-sufficiency,the number of rural employees,the R&D funds and the per capita number of years of education have a significant impact on the efficiency of fiscal agricultural expenditure in Anhui Province,while the proportion of agricultural,forestry and water affairs expenditure in the total fiscal expenditure has no significant impact on the efficiency of fiscal agricultural expenditure.Among them,the number of rural employees and R&D funds in prefecture-level cities of Anhui province have a positive impact on the efficiency of fiscal agricultural expenditure,while the urbanization rate,fiscal selfsufficiency rate and per capita years of education have a negative impact on the efficiency of fiscal agricultural expenditure.Based on the empirical analysis of the efficiency and influencing factors of fiscal expenditure supporting agriculture in Anhui province,four suggestions are put forward :(1)to establish a long-term mechanism for stable growth of fiscal expenditure supporting agriculture;(2)Improving the structure of government expenditures for agriculture;(3)Improving the mechanism for the use of financial funds for supporting agriculture;(4)Strengthening oversight of government expenditures for supporting agriculture.
