With the begining of China's "Belt and Road" cooperation initiative,more and more enterprises are going to overseas countries to carry out construction projects.In this background,H Company is building a thermal power plant on the seafront of city A on K island in the form of EPC.After the completion of the project,it will greatly ease the local electricity supply shortage and contribute to the development of the local area.In China,the project construction of thermal power plants has relatively mature technology solutions and there are quite a few successful examples of construction.Chinese enterprises have extensive experience in materials management in China.However,the external political,economic,legal,natural environment,social environment and other factors are quite different from those in China.The K island is a very backward place in Indonesia where the "A" power plant located in,it is more difficult to make goods management.Therefore in this paper,it shall analysis procurement management,storage management and transportation management,then make an optimization.The first part of this paper makes an introduction of the background about material management.At the same time,the first part of this paper describes the academic achievements about material management in China and foreign countries,especially for Indonesia.Then describes the theory of goods management and the features of EPC.The next step is introducing Indonesia's current power plant market overview.Then analysis the material management status of the construction of power plant A and ask the problem which should be solved.Then can optimize procurement management in Indonesia by Activity Based Classification,to enabled the project to have a thorough procurement plan and set up a systematic procurement process,To established the best procurement cycle to avoid the occurrence of warehouse inventory shortage and material shortage.Establish a set of evaluation system for Indonesia suppliers by the combination of Delphi Method and analytic hierarchy process to make supplier's evaluation more objective and fair;optimize storage management in Indoneisa by Fixation management to efforts avoiding the extensive and arbitrarily characteristic of on-site material management,so that the material control at the site is in a better state;optimize the transport work which is according to different types of materials using different procurement methods,so the material delivery methods can be adjusted according to site conditions,so to make the goods management more efficient.Finally,the research results and conclusions of the paper are summarized.This paper focuses on the current situation of material management in Indonesia A power plant,systematically analyzes the characteristics of various aspects of material management,puts forward the current problems in material management,and deals with the situation of A power plant,procurement management,supplier evaluation,on-site material storage management and transportation Management and other aspects of the proposed operability optimization program for the improvement of the material management work on the site has achieved good results.This thesis has certain reference significance for the material management and program optimization of the same type of outside border power plant projects.
