S Group is a state-owned energy-producing enterprise,whose main business is power,coal and other public goods production.As a response to the challenges under the new economic situation and the development of the Group,as well as to reduce investment and operating costs,S Group changed its procurement system from the decentralized mode to a centralized mode from 2008.This thesis is aimed at analyzing the reform of engineering construction project purchasing strategy management of S Group.Methods of literature research,survey,analysis and comparison were applied for the study.Firstly,by analyzing the problems existed in the engineering construction project original purchasing management pattern,the process of improvement and methodology of the purchasing management pattern has been introduced,such as organization adjustment,operation flow reconstruction,and re-defining of responsibility and authority etc.Secondly,the implementary effect of the concentration purchasing pattern has been verified through specific cases,and the assessment of present purchasing management pattern has been made by the theory of purchasing management,concentrated purchasing,supplier evaluation and multi project management.Finally,the conclusion of experience and deficiency of the purchasing management pattern adjustment of S Group has been made,followed by suggestions of improving the purchasing management of S Group.It is found by research that the following facts of management improvement can be achieved by implementing concentrated purchasing pattern in the engineering construction project of S Group:a.Gaining scale advantage,saving the cost of purchasing relating to the times of purchasing,and obtaining volume discount.b.Sharing internal purchasing information and expert think tank,and improving the purchasing quality.c.Improving the Influence to the suppliers and breaking the monopoly,comprehending the marketing information and cost construction(such as Life Cycle Cost).d.Improving the effectiveness of regulation,and reduce the phenomenon of irregular purchasing behavior.The experience of the purchasing management pattern adjustment of S Group has shown that concentrated purchasing pattern can help to achieve good effects on the background that the standardization level of engineering construction project of state-owned energy enterprises has been relatively low and the public tendering is adopted as the main purchasing option.The reforming experience of S Group,a typical case of SOE(state owned enterprises),having various kinds of industries,can give us rich enlightenment of purchasing management adjustment and improvement for similar enterprises.
