Externally As human beings stepped into the 21st century,witnessing the improvement of living standards?dramatic increase in population and the changes of lifestyle,more and more people begin to pay close attention to the nature of ecological problems.Apparently,large amount of carbon dioxide had led to the most serious air pollution problems,and threatening the survival of humans'home and safety of health every moment.Under the serious situation of global warming,people gradually began to focus on carbon pollution as a governance problem.Besides,carbon tax as policy tools,could effective control the carbon dioxide,and that gradually mounted the stage of The Times,increasingly become the focus of people's attention.On the purpose of reducing carbon emissions,the carbon tax is contributed to reduce carbon emissions.The effect of serious environmental pollution and greenhouse gas had happened heavily today,how to use carbon tax to solve the problem of carbon emissions worthy a deeply thinking.Nowadays,carbon tax has been used and applied in more than a dozen countries like Finland,Holland,Sweden,Norway and Australia as the first carbon tax legislation countries in the early 1990s,a carbon tax is imposed and be legislated,with the carbon tax system got a perfect accomplishment,which has obtained certain effect and good social repercussions.These first countries provide a useful guidance to the construction of carbon tax system in our state.At present,our country's carbon emissions is in the top on the international rankings,endures the pressure and the request to reduce emissions from other countries around the world,as is known to all,the power industry is high energy consumption industry in our country Analyzing the influent factors of China's coal-fired enterprise's carbon emission.The increasing demand of electricity and energy increased the expansion of power plant,which leads to high energy consumption and high pollution,carbon tax have negative effect on the carbon emission.As the world's largest country of carbon emissions,China is facing an urgent appealing to reduce carbon emissions.Therefore,it is appropriate for China's electricity enterprises to reduce carbon emissions,highly utilize the fossil fuels and completely develop low-carbon economy in the future.Through checking and studying the relevant assay from China and abroad,I would settle the development process of carbon tax and make several recommendations to the development of China's electricity enterprises.Using CGE model and optimized carbon tax model,we could promote price competition and utilize the advantages of large unit.Meanwhile,keep a proportion of small units,and control the amount of coals consumption.In terms of technology,increase the efficiency and promote CCS technology.In the terms of governable policy,levying carbon tax is an efficient way to reduce carbon emission.
