Under the background of global warming,low-carbon economy has become the focus of attention of governments and the public.With the convening of the Copenhagen conference and the Paris climate conference,human actions to curb global warming have been recognized by the world.The low-carbon concept has been fully integrated into all aspects of globalization,and green development has become a common goal.Since China's energy reserves are mainly coal,it has determined the allocation of coal resources as the main energy source in China.In 2010,China's power generation industry's carbon emissions accounted for nearly 40% of total emissions,while thermal power accounts for nearly 80% of them.This shows that the thermal power generation industry plays an important role in the development of China's low-carbon economic society.It is of great significance to conduct an objective and comprehensive study on the low-carbon performance of thermal power generation enterprises and to scientifically evaluate their performance in the low-carbon development road.Based on this,this paper hopes to construct an evaluation system of low-carbon performance suitable for the thermal power industry based on the DPSIR model to objectively evaluate the low-carbon development of listed thermal power plants in recent years in China.Firstly,this paper analyzes the low-carbon performance evaluation of companies and the related content of DPSIR models,and proposes a low-carbon performance evaluation system for thermal power companies based on "driving force-pressure-impact-state-response" based on sustainable development theory and environmental management theory.,Combining the low-carbon development status of China's thermal power generation industry and designing low-carbon performance indicators based on circular economy and stakeholder theory.The evaluation model comprehensively covers 23 low-carbon performance evaluation indicators applicable to thermal power plants,and signed the “12th Five-Year Plan for Total Pollutant Emission Reduction Targets Responsibility” signed by the Ministry of Environmental Protection with various government agencies and large-scale high-pollution enterprises at the end of 2011.The five largest power generation groups in China are sample companies.Through a combination of hierarchical-entropy rights research methods,the sample companies are evaluated for their low-carbon performance during the 12 th Five-Year Plan period.The empirical research results show that China's listed thermal power companies have achieved remarkable results in low-carbon emission reduction,and in the context of a low-carbon economy,companies are also facing unprecedented challenges and opportunities.Governments and enterprises need to continuously adapt to the development requirements ofenergy-saving and emission reduction under the new situation,improve low-carbon performance,and achieve sustainable development.
