| With the continuous deepening of the reform of the power system,the complete marketization of power generation enterprises is coming.With the increasing degree of marketization and the increasingly overcapacity of installed capacity of power generation enterprises,therefore profit margins are gradually narrowing,especially for thermal power enterprises.For the New Century Power Generation Group,How to set up a set of self-actualizing organizational performance appraisal system to adapt to the market competition is very important to the promotion of the Group's strategy.Based on the background above,through theory with practice,using the method of literature review,comparative analysis,data analysis,qualitative and quantitative analysis,starting with the strategy of New Generation Power Generation Group,according to its existing organizational performance evaluation results of the score distribution analysis,this article summarizes the existing organizational performance evaluation system problems,then starting from the problem,using theories such as balanced scorecard,weight factor,ect,combined with the market demand,designs a market-based performance evaluation system for the second-level enterprise,which verified by the data to draw a more scientific,more reasonable and more conclusive new design organizational performance evaluation system.New organizational performance system design includes the following:(1)Based on the Balanced Scorecard theory,taking the development strategy of the New Century Power Generation Group as the core,sets the key indicator system from the four dimensions of finance,customer,internal process,learning and growth,and checks from seven available and controllable aspects.(2)Through the weight factor method,using the three-point method to compare to each other,gets the weights of the performance evaluation indicators of the New Century Power Generation Group.(3)From the point of view of the problem,studies the model of the target value of the indicator,and solves the problem of inaccurate target value from the budget at the beginning of the year through the benchmarking method.(4)Based on comparable principle of the same kind,designs the appraisal model of organizational performance system.(5)For the smooth implementation of the organizational performance system,designs a reasonable organizational performance evaluation process,communication feedback and performance complaint mechanism.(6)In order to make the result of performance appraisal come true,exerting its encouragement function,designs the application of organizational performance appraisal results in many aspects.The research of this article has solved the problems such as the inaccuracy of the target value of the budget value in the performance evaluation of the New Century Power Generation Group,and designs an organizational performance evaluation system that meets the requirements of the New Century Power Generation Group combined with the market,which will give full play to the positive effect of organizational performance,and make the New Century Power Generation Group possess initiative competitiveness in the process of market competition and increase efficiency and profits. |
